On the morning of November 14, the National Assembly Standing Committee considered and decided on the arrangement of administrative units at district and commune levels (merging districts and communes) for the 2023-2025 period of 12 provinces and cities.
Provinces and cities include: An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc.
Presenting the Government's proposal, Minister of Home Affairs Pham Thi Thanh Tra clearly stated the plan to merge districts and communes of 12 provinces and cities.
In which, An Giang will arrange 2 commune-level units to form 1 new ward. After the arrangement, 1 commune-level unit will be reduced.
Dong Thap, rearrange 4 commune-level units to form 2 new commune-level units. After rearrangement, reduce 2 commune-level units.
Ha Nam, establish 1 town on the basis of the existing 1 district (Kim Bang town) and rearrange 29 commune-level units to form 18 new commune-level units. After rearrangement, keep the number of district-level units the same, reduce 11 commune-level units.
Hanoi City reorganizes 109 commune-level units to form 56 new commune-level units. After the reorganization, 53 commune-level units will be reduced.
Ha Tinh reorganizes 4 district-level units and 23 commune-level units to form 3 new district-level units and 16 commune-level units. After the reorganization, 1 district-level unit and 7 commune-level units will be reduced.
Ho Chi Minh City rearranges 80 wards to form 41 new wards. After rearrangement, 39 wards will be reduced.
Phu Tho reorganizes 31 commune-level units to form 13 new commune-level units. After the reorganization, 18 commune-level units will be reduced.
Quang Ngai reorganizes 9 commune-level units to form 6 new commune-level units. After the reorganization, 3 commune-level units will be reduced.
Quang Tri province reorganized 13 commune-level units to form 7 new commune-level units. After the reorganization, 6 commune-level units were reduced.
Son La established a town on the basis of the existing district (Moc Chau town) and rearranged 30 commune-level units to form 26 new commune-level units. After the rearrangement, the number of district-level units remained the same and 4 commune-level units were reduced.
Tra Vinh arranged 3 wards to form 1 new ward. After the arrangement, 2 wards were reduced.
Vinh Phuc reorganizes 28 commune-level units to form 13 new commune-level units. After the reorganization, 15 commune-level units will be reduced.
Thus, according to Minister Pham Thi Thanh Tra, the Government proposed to reorganize 6 district-level units and 361 commune-level units to form 5 new district-level units and 200 commune-level units in 12 provinces and cities. After the reorganization, 1 district-level unit and 161 commune-level units will be reduced.
The Minister of Home Affairs added that after the merger, the number of redundant cadres, civil servants, public employees, and part-time workers at the district level is 136 people, and at the commune level is 3,342 people. Localities have developed detailed plans to arrange, organize, and deal with this surplus.
At the same time, regarding the settlement of surplus public headquarters and assets. After the arrangement, the district level has 9 surplus headquarters, the commune level has 329 surplus headquarters. Localities have developed detailed plans to handle the number of surplus headquarters and public assets in accordance with regulations.
Examining this content, Chairman of the National Assembly's Law Committee Hoang Thanh Tung stated that the Committee basically agrees with the merger projects at the district and commune levels of 12 provinces and cities as submitted by the Government.
After the merger, 12 provinces and cities are expected to reduce 1/6 of district-level units and 161/361 commune-level units.
Of which, the biggest decrease was in Hanoi (53/109 units), Ho Chi Minh City (39/80 units), Phu Tho (18/31 units) and Vinh Phuc (15/28 units).
At the meeting, with 100% of members present voting in favor, the National Assembly Standing Committee approved the plan to merge district and commune levels of 12 provinces and cities.
The effective date of the resolutions on the arrangement of administrative units at district and commune levels for the above-mentioned provinces and cities is from January 1, 2025, and for Son La province, from February 1, 2025.
