Chairmen of 11 provinces and cities must learn from administrative procedures

The Prime Minister has just signed Official Dispatch No. 56/CD-TTg requesting ministries, branches and localities to focus on implementing the reduction and simplification of administrative procedures.

The dispatch clearly stated that, implementing Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to cut and simplify administrative procedures related to production and business activities in 2025 and 2026, up to now, 100% of ministries, branches and localities have issued an Implementation Plan.

There are 8 ministries, branches and 52 localities that have completed the synthesis and statistics of the list of administrative procedures related to production and business activities and implemented the announcement and publicization of internal administrative procedures.

However, there are still 8 ministries, ministerial-level agencies and 11 localities that have not completed the synthesis, statistics, announcement and disclosure of administrative procedures before April 30, 2025 in accordance with the Government's requirements.

The Prime Minister requested the Ministers of 8 Ministries and ministerial-level agencies including: Public Security, Home Affairs, Justice, Finance, Education and Training, Health, Ethnicity and Religions, Government Inspectorate and Chairmen of People's Committees of 11 provinces and cities including: Nghe An, Kien Giang, Hanoi, Hau Giang, Ha Tinh, Cao Bang, Quang Ninh, Quang Tri, Ninh Thuan, Phu Tho, Quang Nam to learn from the experience of slow implementation of synthesizing and compiling statistics on the list of administrative procedures related to production and business activities, fully publicizing internal administrative procedures in accordance with the Government's requirements.

Urgently complete by May 8, 2025, and send to the Government Office a report on the implementation results for synthesis and reporting to the Prime Minister.

The Prime Minister also requested Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on organizing the review, reduction, and simplification of administrative procedures related to production and business activities and internal administrative procedures.

Thereby, it is necessary to guarantee to abolish at least 30% of business investment conditions, reduce at least 30% of the settlement time of administrative procedures, 30% of the cost of compliance with administrative procedures, complete the implementation of 100% of the plan of decentralization of approved administrative procedures.

At the same time, 100% of internal administrative procedures have been cut and simplified in accordance with new regulations of the law on decentralization, delegation of authority, delegation of authority and streamlining the apparatus organization, implementing the model of organizing local government at 02 levels.

Complete according to the schedule assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government.

In addition, ministries, branches and localities review and restructure the process, integrate and provide 100% of online public services of ministries, branches and localities on the National Public Service Portal in June 2025.

This ensures implementation online, smoothly, seamlessly, effectively, minimizing paperwork; organize the implementation of administrative procedures regardless of administrative boundaries within the provincial level, ensuring completion in 2025.

The Prime Minister assigned the Government Office to monitor and urge the implementation of the above tasks; promptly synthesize and report to the Prime Minister on issues beyond its authority.
