VNA reported that on the morning of October 15, at the Presidential Palace, Politburo member and President Luong Cuong worked with relevant agencies on preparations for the Opening Ceremony of the United Nations Convention against Cybercrime (Hanoi Convention) to take place in Hanoi on October 25 and 26, 2025.
The report of the Steering Committee for the Opening Ceremony said that as of October 14, there were 93 delegations led by senior leaders and heads of ministries and branches of other countries affirmed to attend the event with more than 1,000 delegates and the press.
The Ministry of Public Security and the Ministry of Foreign Affairs have closely coordinated with the United Nations Office on Drugs and Crime (UNODC) to develop an Opening Ceremony program, as well as sideline events including 8 high-level sideline events, high-level seminars chaired by leaders of relevant ministries and branches of Vietnam and UNODC; 38 seminars, professional discussions and more than 20 exhibition booths.
Concluding the meeting, President Luong Cuong emphasized that Vietnam will host the Hanoi Convention Opening Ceremony with the participation of United Nations Secretary General Antonio Guterres and many leaders of countries around the world. This is an important milestone as Vietnam is the host country of the opening ceremony of a United Nations treaty for the first time, in the current context of the issue of combating cybercrime being of particular concern.
President Luong Cuong affirmed that the chairmanship of the signing ceremony is proof that Vietnam is a very responsible host country; a friend, a trusted partner, an active and responsible member of the international community; ready to contribute to the peace, stability and development of the world; complying with the United Nations Charter and international law.
After listening to reports on preparation work, as well as recommendations and proposals, the President highly appreciated the proactiveness, sense of responsibility and positivity of the host agencies, the Ministry of Public Security, the Ministry of Foreign Affairs and relevant agencies and units in the process of implementing work and to date, the preparations for this important event have basically been completed.
To achieve the highest requirements for the signing ceremony, the President noted that the competent authorities should review the coordination within each ministry and between ministries, branches and Hanoi City, ensuring strictness from the scenario, content, plan, progress and quality of implementation.
Along with that, carefully evaluate the prepared contents from technical stages, content, reception, and security; consider any problems and problems that need to be resolved, resolved, and ensured thoughtful, quality, and absolute safety organization.
Due to the lack of time left, the President suggested that the units in charge actively proactively implement assigned tasks, ensure progress, promptly resolve arising problems so that the Hanoi Convention Opening Ceremony can take place successfully and through the event, it will also be an opportunity for international friends to feel about the friendly and hospitable country and people of Vietnam.
