At the invitation of Politburo member and President Luong Cuong, on the afternoon of October 24, United Nations Secretary-General Antonio Guterres arrived in Hanoi, starting an official visit to Vietnam and attending the Opening Ceremony of the United Nations Convention against Cybercrime from October 24-25.

Attending the welcoming ceremony were Chairman of the Hanoi People's Committee Tran Sy Thanh; Deputy Minister of National Defense Le Huy Vinh; Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu; Ambassador and Head of the Permanent Mission of Vietnam to the United Nations Do Hung Viet; Deputy Head of the Office of the President Nguyen Hoang Anh;

Deputy Minister of Public Security Dang Hong Duc; Deputy Chairman of the National Assembly's Committee for National Defense, Security and External Affairs Don Tuan Phong; Deputy Minister of Agriculture and Environment Le Cong Thanh; Deputy Minister of Finance Cao Anh Tuan; Deputy Minister of Industry and Trade Nguyen Hoang Long; Assistant to President Duong Quoc Hung.

The convoy of vehicles carrying General Secretary Antonio Guterres to the Presidential Palace, President Luong Cuong was present on the red carpet to warmly welcome General Secretary Antonio Guterres on an official visit to Vietnam.

The infantry and children of the capital stood along the red carpet to welcome the United Nations leader. Representatives of children presented the United Nations Secretary General with a bouquet of fresh flowers.

In the welcoming music, President Luong Cuong and General Secretary Antonio Guterres walked along the red carpet to the welcoming of the official members accompanying the two leaders. After the welcoming ceremony, the two sides held talks.

The visit of General Secretary Antonio Guterres took place on the occasion of the 80th anniversary of the founding of the United Nations (October 24, 1945 - October 24, 2025) and the 80th anniversary of Vietnam's National Day (September 2, 1945 - September 2, 2025).

These are events with profound symbolic significance, reflecting the parallel development journey of both sides, sharing core values as well as principles that have, are and will continue to shape the future.

On the basis of Vietnam - United Nations relations over the past half century, the official visit to Vietnam and attendance at the Opening Ceremony of the United Nations Convention against Cybercrime by General Secretary Antonio Guterres is an important milestone.

This visit to Vietnam shows the United Nations' respect for Vietnam, a member that is increasingly actively and substantially participating in the activities of the United Nations; at the same time, it affirmed that the United Nations holds an important position in foreign policy, demonstrating Vietnam's respect for multilateralism and multilateral cooperation.
