On October 25, at the National Convention Center, Politburo member and President Luong Cuong received Russian Federal Prosecutor General A.V. Gutsan, leading the Russian delegation to attend the Opening Ceremony of the United Nations Convention against Cybercrime held in Hanoi from October 25 to 26.
According to the Ministry of Foreign Affairs, President Luong Cuong warmly welcomed and welcomed Russian Prosecutor General A.V. Gutsan and the high-ranking delegation of the Procuracy visited and worked in Vietnam; affirming that the participation of the Russian delegation is an important contribution to the overall success of the signing ceremony as well as Russia's support for multilateral activities hosted by Vietnam. President Luong Cuong highly appreciated Russia's role as the initiator of the Convention.
The Prosecutor General of the Russian Federation expressed his pleasure at visiting Vietnam and attending a very important multilateral event not only for Vietnam but also for the Russian Federation. General Prosecutor A.V Gutsan conveyed President Vladimir Putin's greetings to President Luong Cuong; emphasizing that the United Nations' selection of Hanoi as the venue for the Opening Ceremony of the Convention demonstrates the appreciation of Vietnam's role in building and responsibility in global issues, especially promoting international cooperation in preventing and combating high-tech crimes.
President Luong Cuong affirmed that Vietnam always supports all efforts of the international community towards a peaceful, stable and developing world; in implementing its independent and self-reliant foreign policy, Vietnam considers Russia one of the top priorities in foreign policy and wishes to strengthen and deepen the framework of the Comprehensive Strategic Partnership with Russia.
President Luong Cuong emphasized the traditional friendship with a long history of 75 years, going through many ups and downs, being nurtured by many generations of senior leaders and people of the two countries, continuing to reap many positive and substantial results in many fields. The state visits to Vietnam by President Vladimir Putin (June 2024) and the official visit to Russia by General Secretary To Lam (May 2025) have created strong momentum for bilateral cooperation, especially in the fields of economy - trade, science - engineering, education - training, tourism, healthcare, etc. Cooperation in the field of security has been promoted both bilaterally and multilaterally, especially in the field of preventing and combating cybercrime, responding to non-traditional security challenges.
President Luong Cuong highly appreciated and welcomed the increasingly effective cooperation results between the Supreme People's Procuracy of Vietnam and the Russian Federation Public Prosecutor's Institute in recent times. The Prosecutor General of the Russian Federation said that he will continue to promote the exchange of working groups between the two agencies, increase the exchange of experiences, and train officials in the coming time.
The two sides expressed their confidence that the visit and working of the Russian Prosecutor General this time, along with the signing of the United Nations Convention against Cybercrime in Hanoi, will create new momentum to promote cooperation between Vietnam and Russia in the fields of law, justice, security, science and technology, contributing to strengthening the Vietnam - Russia Comprehensive Strategic Partnership in the current international situation.
