On October 10, in the capital of Pyongyang, North Korea, on the occasion of attending the 80th anniversary of the founding of the DPRK Labor Party, General Secretary To Lam met with Politburo member and Chinese Premier Li Qiang.
General Secretary To Lam suggested that the two sides enhance political trust to spread and comprehensively lead cooperation areas, organize the 17th Session of the Joint Steering Committee for Bilateral Cooperation well; promote the pillar role of key diplomatic, defense and police areas.
The General Secretary hopes that the two sides will continue to make efforts to create breakthroughs and truly clearly transform cooperation areas, from commitment to results, from potential to reality, especially in expanding the import of goods and agricultural and aquatic products of Vietnam, increasing electricity exports to Vietnam, giving high priority to soon complete 3 standard gauge railway lines connecting the two countries; enhancing high-quality investment cooperation associated with technology transfer and human resource training; promoting scientific and technological cooperation to become a new bright spot for cooperation.
General Secretary To Lam suggested that China strongly support in the field of education, especially training high-quality human resources, and promote tourism cooperation.
The General Secretary also suggested that the two sides stabilize the handling of issues at sea, in line with the common perception of the two countries' top leaders, international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Chinese Premier Li Qiang highly appreciated General Secretary To Lam's proposals on directions and measures to promote relations in the coming time; emphasized that in the coming time, the two sides need to accelerate the concretization and effective implementation of high-level agreements and common perceptions, enhance political trust, improve the quality and effectiveness of cooperation in various fields, strengthen the foundation for consultation, control and better handle disagreements at sea, and develop the relationship between the two Parties and the two countries in increasing depth, substantially and sustainably.

On the same day, General Secretary To Lam met with Chairman of the United Russia Party, Vice Chairman of the Russian Federal Security Council Dmitry Medvedev.
The General Secretary affirmed that the Communist Party of Vietnam always attaches importance to the cooperative relationship with the United Russia Party, considering it a foundation for enhancing political trust and promoting bilateral cooperation.
The two sides agreed to continue promoting the cooperation channel between the Communist Party of Vietnam and the United Russia Party, welcoming the exchange between the younger generations of the two Parties and the cooperation between the Ho Chi Minh National Academy of Politics and the United Russia Party School.
The two leaders agreed to promote economic - trade and investment cooperation; remove barriers, further open markets for each other's export products; continue to create conditions for businesses of the two countries to strengthen cooperation in fields such as oil and gas - energy, science - technology; strengthen security - defense cooperation; expand local cooperation, transportation; improve the effectiveness of cooperation in education - training, health, culture, sports, tourism, create favorable conditions for people of the two countries to visit each other, promote cooperation in energy, oil and gas, nuclear power, promote labor cooperation, including agricultural labor.
