On the afternoon of December 11, at the Presidential Palace, President Luong Cuong - Politburo member, Chairman of the National Defense and Security Council, Commander-in-Chief of the People's Armed Forces - presided over the ceremony to announce and present the decision to promote the rank from Lieutenant General to Senior Lieutenant General to comrade Le Quang Minh - Deputy Director of the General Department of Politics of the Vietnam People's Army (VPA), Secretary of the Party Committee of the General Department of Politics of the Vietnam People's Army.
Attending the ceremony were General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; Senior Lieutenant General Trinh Van Quyet - Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army.
Speaking at the ceremony, on behalf of the leaders of the Party, State and Central Military Commission, President Luong Cuong congratulated Senior Lieutenant General Le Quang Minh on his promotion to military rank right at the time when the entire Party, people and army are organizing many activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day, and the 80th anniversary of the General Department of Politics of the Vietnam People's Army (December 22, 1944 - December 22, 2024); and affirmed that this is the joy, honor and pride of the officers and soldiers of the entire army; at the same time, it is also the joy and honor of the individual, family and hometown of comrade Le Quang Minh.
According to the President, the decision to promote the rank of Senior Lieutenant General demonstrates the attention and trust of the Party, State and people in the Army and the People's Armed Forces; and is a recognition and appreciation of comrade Le Quang Minh's contributions to the Party's revolutionary cause.
The President suggested that Senior Lieutenant General Le Quang Minh continue to promote the glorious tradition of the heroic Vietnam People's Army, maintain revolutionary ethics, be absolutely loyal to the Party, the Fatherland and the people; actively study, cultivate, train, strive; unite and be closely attached to cadres, soldiers and the people; resolutely fight against individualism, corruption, waste and negativity; excellently complete assigned tasks, always worthy of the teachings of beloved Uncle Ho on the qualifications and duties of a general: Wisdom - Courage - Humanity - Trust - Integrity - Loyalty.
Speaking at the ceremony, Senior Lieutenant General Le Quang Minh expressed his deep gratitude to the Party, State, Central Military Commission, Ministry of National Defense, ministries, branches, localities and the President himself.
Senior Lieutenant General Le Quang Minh affirmed that he is always deeply aware that this is not only the honor and pride of himself and his family, but also the common honor and pride of the Vietnam People's Army and the General Department of Politics of the heroic Vietnam People's Army; at the same time, he will continue to thoroughly grasp the direction of the President; be absolutely loyal to the Party, the Fatherland and the people; actively study and follow the teachings of President Ho Chi Minh on the qualities of a general: Wisdom - Courage - Humanity - Trust - Integrity - Loyalty; continue to strive, practice, and preserve revolutionary ethics, ready to receive and complete all tasks assigned by the Party, State, Army and people.
