On June 16, Chairman of Soc Trang Provincial People's Committee Tran Van Lau chaired a meeting to listen to a progress report on preparations for the merger of provinces and the arrangement of commune-level administrative units, to come into operation from July 1, 2025.

At the meeting, Director of the Department of Home Affairs Dang Thanh Quang said that the work of advising on the development of the Project on reorganizing the organization and apparatus of administrative agencies and public service units in the area after the merger and consolidation of the three provinces of Can Tho, Soc Trang, and Hau Giang must ensure progress according to the Plan requirements of Can Tho City (the host agency).
The arrangement of personnel for department-level leaders and civil servants has basically been completed, with a specific list for each position. The Department of Home Affairs has requested the People's Committees of districts, towns and cities to report to the new commune-level personnel plan; report on the needs for arranging provincial civil servants and public employees to work in communes; survey the needs for mobilizing civil servants and public employees to work in new communes after the district level ends operations from July 1, 2025. It is expected that before June 20, 2025, the plan to increase personnel at the grassroots level will be completed and submitted to the Provincial People's Committee for consideration and approval.
Regarding the organization of the apparatus, the Department of Home Affairs has completed 42 dossiers to establish specialized agencies under the People's Committees of new communes/wards (except for Phong Nam commune, which did not establish a department), and submitted them to the People's Councils of new communes/wards for approval. At the same time, 42 projects to establish Public Administration Service Centers have been developed, along with specific personnel plans.
Regarding the resignation policy, up to now, the Department of Home Affairs has received 882 applications for resignation under the regime, including 408 provincial and district-level applications and 474 commune-level applications.
Director of the Department of Finance Duong Van Ngoong said that there are currently 14 projects affected by the restructuring of the apparatus, of which 3 projects need to adjust the investment scale, 11 projects must stop their policies. Regarding the working headquarters, the Department of Finance is reviewing to advise the Provincial People's Committee to arrange the use of headquarters (facilities 2) in accordance with the new organizational model. For the surplus headquarters, the Department has sent documents to the health, education and cultural sectors to review the needs for use, ensure effective exploitation, and avoid wasting public assets.
Chairman of the Provincial People's Committee Tran Van Lau commented that up to now, the preparation of the work of merging provinces and reorganizing communes to come into operation from July 1, 2025 has been basically prepared by departments and branches. He requested the Department of Home Affairs to coordinate with localities to carefully review personnel at public administrative centers at the commune/ward level, ensuring the arrangement of qualified staff to serve people and businesses. The Department of Finance continues to review the number of public vehicles in the whole province, with the expectation that each commune/ward will not exceed 2 vehicles.
Mr. Lau suggested that departments and branches focus all their efforts, especially the review and digitization of data and records to avoid loss. Agency headquarters, public land, and public assets must be specifically listed, on that basis, a reasonable and effective use plan must be proposed.
The Chairman of the Provincial People's Committee emphasized that before July 1, 2025, all preparations must be ready, ensuring that local authorities at both levels operate smoothly in accordance with the direction of the Central Government.
