Viettel Chairman proposes early planning of mobile infrastructure when moving to 6G, 7G

Delegate Tao Duc Thang - Chairman cum General Director of Viettel Group proposed that it is necessary to soon plan mobile infrastructure for the future when moving towards 6G, 7G.

On August 13, at the First Extraordinary Session, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Radio Frequencies, the Law on Telecommunications, the Law on Electronic Transactions and the Law on Technology Transfer.

Participating in the discussion, delegate Tao Duc Thang - Member of the Party Central Committee, Chairman cum General Director of Viettel Group (National Assembly Delegation of Ho Chi Minh City) said that the amendment of the Radio Frequency Law in 2022 has created an important legal basis for auctioning frequency bands to serve the deployment of 4G, 5G mobile infrastructure.

Successful auctions with frequency bands not only bring nearly 17,000 billion VND to the state budget but also create a premise for businesses to improve service quality and promote digital transformation.

Looking from 3 perspectives, the state has more revenue, businesses accelerate investment, save costs, and people benefit from better services.

For frequency resources, it is not only necessary to have the right price but also the right time. "When technology is ripe and the market is ready, timely allocation will be most effective. Conversely, if slow to put it into operation, the economic value of the band will decrease" - delegate Thang stated.

The results of the recent 5G deployment show that coverage has reached 92% of the population and mobile bandwidth speed has increased 3.5 times, bringing Vietnam from 58th to 13th place in the world. This affirms that frequency resources are allocated at the right time and will transform into practical benefits for society...

Regarding the 2023 Telecommunications Law, the expansion of the scope of regulation to data centers and cloud computing has created a foundation for the digital economy. The infrastructure sharing mechanism in Article 65 has helped businesses increase the sharing of infrastructure, reduce overlapping investment and shift from competition to cooperation. To date, the infrastructure sharing rate has reached 21%, mainly in new stations.

Especially, in recent natural disasters and storms, the roaming mechanism between network operators has helped more than 10 million subscribers maintain communication. Reducing business conditions and shifting from pre-inspection to post-inspection is the right direction to continue to maintain.

From the above analysis, delegate Tao Duc Thang proposed that the Ministry of Science and Technology should soon plan mobile infrastructure for the future when moving towards 6G, 7G. Planning passive telecommunications infrastructure early will help businesses build and share more effectively in the future.

Also on this issue, delegate Be Trung Anh (National Assembly Delegation of Dak Lak) said that the spirit of Resolution 57 and Resolution 66 sets out the requirement that institutions must go one step ahead, remove barriers, unlock resources and become a competitive advantage.

This person proposed building regulations that are sufficiently open so that future technologies such as 6G, satellite networks, direct satellite connection with devices or private industrial networks can be tested without waiting for legal amendments.

Speaking to receive and explain before the National Assembly, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung said that the draft extends the first-time licensing period from 3 to 5 years for defense and security enterprises using bandwidth for economic development combined with defense and security tasks.

Regarding concerns that abolishing business conditions may reduce the effectiveness of state management, the Deputy Prime Minister said that the Government proposes to cut 2 administrative procedures, 47 conditions and simplify 4 business conditions.

The reduction is based on the principle of eliminating conditions that are no longer necessary, unclear, or can be managed by post-inspection. However, according to the Deputy Prime Minister, reducing conditions does not mean lax management. Replacement tools, such as a system of technical regulations based on data and digital platforms, need to be improved to ensure management effectiveness.

The Deputy Prime Minister added that issues related to infrastructure planning, frequency allocation and reuse will be specifically guided in decrees. The Government continues to coordinate with the appraisal agency to absorb maximum appropriate opinions and complete the draft law.
