Presenting the Government's Proposal on the draft Law amending and supplementing a number of articles of the Law on Health Insurance, Deputy Minister of Health Tran Van Thuan said that after 15 years of implementation, the Law on Health Insurance has truly come into effect with 93.3 million people, equivalent to 93.35% of the population, participating in health insurance.
However, according to Deputy Minister of Health Tran Van Thuan, practice shows that there are still many shortcomings in the provisions of the current law related to the responsibilities of relevant parties in implementing health insurance policies; application of information technology in health insurance management; no mechanism to resolve disputes and problems related to health insurance; sanctions are still lacking or not strong enough to ensure compliance and enforcement of the law; some concepts and terms do not exist or are unclear in the Law on Health Insurance.
National Assembly Delegate Nguyen Anh Tri - Hanoi National Assembly Delegation proposed to amend in the direction that the medical team is responsible for assessing and prescribing treatment, and health insurance is responsible for controlling expenses to ensure that it is consistent with practical capacity. According to National Assembly Delegate Nguyen Anh Tri, assessing, controlling, and prescribing treatment is a process that regularly occurs in the process of medical examination and treatment, from prescribing and choosing a treatment regimen. Then, the expense control stage will clearly demonstrate the role of health insurance. Reasonable regulations on this issue will solve one of the most difficult problems with the current Health Insurance Law.
Speaking at the meeting, National Assembly delegate Pham Khanh Phong Lan - Ho Chi Minh City National Assembly delegation commented that the amendments to the content and specific provisions in the draft have not yet ensured the implementation of the proposed goals. It is necessary to study carefully to make substantive amendments, to go to the core issues, to resolve the shortcomings in the contribution and benefit levels of health insurance. From there, the fund, initial medical examination and treatment, health insurance payment service mechanism, and better protect the rights of health insurance participants.
