Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung signed Directive No. 23/CT-TTg of the Prime Minister on promoting the implementation of Conclusion No. 213-KL/TW dated November 21, 2025 of the Secretariat, strengthening disaster prevention and control in the coming time.
According to the Directive, the Prime Minister requests the Secretaries and Chairmen of People's Committees of provinces and cities to proactively direct and be responsible for disaster prevention and control, overcoming the consequences of natural disasters in the area, assign specific tasks to each Standing Committee, Standing Board and Provincial Civil Defense Command directly in charge of directing and urging disaster prevention and control work in each specific area, proactively grasp the area, identify key areas, and types of natural disasters that may occur to lead, direct, urge, and inspect prevention and response preparation.
Directing the review and completion of natural disaster prevention and control plans, response plans for each type of natural disaster according to natural disaster risk levels to ensure detail, specificity, and closeness to reality, especially responding to scenarios of strong storms, landslides, extreme heavy rain and floods, and floods exceeding history, not to be passive or surprised when natural disasters occur.
Secretaries and Chairmen of People's Committees of provinces and cities direct the review and assessment of the safety level and resistance of the disaster prevention and control system and essential infrastructure (transportation, telecommunications, electricity), promptly upgrade, reinforce, and repair key works to proactively prevent extreme natural disaster developments.
Prioritize investing resources to focus on repairing and upgrading dykes and dams that are at risk of unsafety before the rainy and flood season; effectively implement the management of dyke and dam safety; proactively operate and regulate to ensure dam safety, population safety in downstream areas, not to be passive or surprised in any situation.
Promote propaganda and mobilize people to strictly comply with regulations and recommendations on ensuring safety when there are natural disaster warnings (storms, tornadoes, deep flooded areas, strong currents, landslides) to reduce damage caused by subjectivity and carelessness.
Organize strict and timely implementation of superior directions; proactively evacuate and relocate people from dangerous areas (when necessary, apply coercive relocation to ensure the safety of people's lives).
Proactively organize resettlement for households living in areas at risk of unsafety due to natural disasters, especially areas at risk of landslides, flash floods, landslides, and deep flooding. Integrate the content of disaster prevention and control into socio-economic development planning and plans.
Urgently direct the review and specific identification of areas at high risk of flash floods, landslides, and deep flooding to proactively arrange temporary residence for people to safe places; specifically decide on the time, location, and subjects of temporary residence in accordance with the actual situation during the rainy and storm season and have policies to ensure essential living conditions for people during the temporary residence period.
In case the number of temporary residents is large, exceeding the capacity to support the local budget, provinces and cities promptly report to competent authorities for consideration and support according to regulations, not to be passive or interrupted in ensuring people's lives.
