On behalf of the Secretariat and Politburo member, Standing member of the Secretariat Tran Cam Tu has just signed and issued Regulation No. 345-QD/TW dated July 29, 2025 on the functions, tasks, powers, principles, working regime, and working relationships of the Central Steering Committee for foreign information work.
Accordingly, the Steering Committee established by the Secretariat is responsible to the Secretariat for directing, coordinating orientation, urging, inspecting, supervising, summarizing and summarizing foreign information work.
The Steering Committee is responsible for advising and proposing to the Secretariat to decide on policies, tasks and solutions for foreign information activities in each period; directing, guiding, urging, inspecting, supervising, summarizing and summarizing the implementation of annual foreign information tasks; developing a mechanism for coordination and providing information on foreign information activities of Party, State agencies and people's organizations; researching and exchanging international experiences in the field of foreign information; presiding over, coordinating training, guidance and organizing training and fostering for forces working in foreign information work to improve the quality of performing tasks.
Regarding authority, the Steering Committee has the right to request and guide agencies, units, provincial committees, city committees, and party committees directly under the Central Government to carry out tasks on foreign information; report on leadership, direction, and implementation of foreign information tasks. For important foreign information tasks, the Steering Committee decided to establish interdisciplinary working groups to exchange information, agree on leadership, direction, methods and resources for implementation.
Regarding working regime: The Steering Committee proposes orientations for implementing foreign information work for each year. On that basis, the member agencies of the Steering Committee shall develop specific foreign information activities and plans and programs in accordance with their assigned functions, tasks and powers.
The Steering Committee works according to the annual program; periodically organizes a 6-month summary conference, a conference summarizing the year of foreign information work and setting out directions and tasks for the following year. The conclusions of the Steering Committee's conferences are notified in writing to central and local departments, ministries, and branches throughout the entire political system for implementation. The Steering Committee coordinates with relevant units to organize conferences, seminars, workshops, and exchanges of opinions on important issues to improve the effectiveness of foreign propaganda activities in each specific period.
The Standing Committee of the Steering Committee meets once every 3 months. The conclusions of the meetings of the Standing Committee of the Steering Committee are notified in writing to the members of the Steering Committee for implementation.
Regarding Working Relations: For the Secretariat: The Steering Committee is directly and comprehensively led and directed by the Secretariat in performing its assigned functions, tasks and powers; implementing the reporting regime to the Politburo and the Secretariat according to regulations.
For the central advisory and supporting agencies, provincial Party committees, city Party committees, and party committees directly under the central government: The Steering Committee for direction, guidance, coordination, urging, inspecting, and supervising the central, provincial Party committees, city Party committees, and party committees directly under the central government in foreign information work.
The Steering Committee exchanges necessary information with agencies and organizations; invites representatives of central and local agencies, press and media agencies to attend conferences related to foreign information tasks.
