According to the Permanent Deputy Prime Minister, the draft documents of this congress are different from documents of other congresses in that they are very concise general reports but the action program is very clear on tasks, who should do what, when and what the specific work is.
The encompassing spirit of this draft document is a very strategic vision, a very innovative thinking, a very drastic action in all fields, from the economy to cultural, social, human issues...
The requirement is that each working position, each Party Committee, and each locality must have such a vision and strategic thinking.
Deputy Prime Minister Nguyen Hoa Binh stated that with the issues raised in the policy, the responsibility of National Assembly deputies is to transform them into laws, into legal infrastructure so that the Party's will becomes a reality.
The Party hopes that National Assembly deputies will give the Party additional comments to make it more strategic and new thinking, but on the contrary, the Party also suggested that the National Assembly with such a viewpoint should have suggestions and proposals, such as the opinions mentioned by delegates in the discussion on education development, health development, and talent attraction.
This is the policy stated in the resolution and to do so, what should the National Assembly do to have talent, to have a developed education?
He also hopes for a new thinking and correct perception of the two functions of the law.
