In his concluding remarks, the Prime Minister emphasized the spirit of "5 no's" including: No documents - no cash - no administrative boundaries in transactions; no limits, no stops in development; no negativity, waste, corruption, group interests; no broken sand, no seals, closed in operations; no one is left behind in the process of national digital transformation.
Regarding the key tasks and solutions in the coming time, all entities, ministries, localities and agencies must promote the development of digital society, digital economy, digital citizens; promote digital transformation in all sectors and fields of the economy and promote the development of an inclusive and humane digital society.
Promote digital transformation to "optimizate" basic social services such as healthcare, education... with electronic health books, electronic records, reform, and minimize procedures and administrative records.
In terms of services and trade, focus on building smart and modern digital service ecosystems; taking finance, logistics and tourism as a spearhead for breakthroughs. stimulate consumption in the digital environment, strongly develop e-commerce; cashless payments.
In the environmental field, the Prime Minister requested to promote the application of technology to shift the state from passive and resistant to proactive and adaptive.
The Ministry of Education and Training shall preside over and coordinate with the Ministry of Home Affairs, the Ministry of Science and Technology and relevant units to develop a comprehensive report on the sectors and professions most affected by artificial intelligence to develop a plan for training, upgrading and converting skills for workers, and submit it to the Prime Minister in the first quarter of 2026.
The Ministry of Finance shall preside over and coordinate with ministries and branches to study and develop specific incentive and incentive mechanisms and policies for the formation of data enterprises, artificial intelligence, startups, and innovation, and at the same time, preferential policies on taxes, land and green energy commitments must be implemented.
Regarding cyber security, digital sovereignty and promoting international cooperation, the Ministry of Public Security and the Ministry of National Defense synchronously deploy solutions to ensure national cyber security, national data and personal data protection, making Vietnam a pioneer in implementing the United Nations Convention (Hanoi Convention) on combating cybercrime.
The Ministry of Industry and Trade is speeding up progress, promptly concluding negotiations and completing procedures for Vietnam to officially become a member of the Digital Economy Partnership Agreement (DEPA).
Regarding the development of a digital society and the protection of vulnerable groups, the Prime Minister assigned the Ministry of Science and Technology to preside over and coordinate with telecommunications technology enterprises, provide a digital platform to research, develop and effectively implement solutions to minimize negative impacts in cyberspace, especially for vulnerable groups.
These include children, the elderly, people with disabilities, ethnic minorities, remote areas, border and island areas, etc. These are the main targets of fraud and cyber attacks.
