On August 17, information from the Department of Home Affairs of Nghe An province said that the Minister of Home Affairs had decided to send Mr. Pham Cong Hung - Chief Specialist of the Department of Non-governmental Organizations - to Nghe An for a period of 2 months, from August 20 to October 20, 2025.
Mr. Pham Cong Hung will work directly and coordinate with the Nghe An Department of Home Affairs during his working period. This is one of 34 civil servants under and directly under the Ministry of Home Affairs assigned to localities to grasp the situation, guide, and support in removing difficulties in the process of operating the two-level local government organization.
According to Decision 878/QD-BNV, civil servants are increasingly responsible for coordinating with local functional units to survey, guide, and advise on solutions to handle problems at the commune level; carefully study relevant documents and papers; proactively seek direction on unclear issues or without regulations or guidance.
The staff assigned to the field must also carry out the weekly reporting regime and the final summary report to the Minister through the Department of Organization and Personnel, as a basis for evaluating and drawing experience for the next reinforcements.
