The Ministry of Home Affairs has just mobilized 34 civil servants to 34 provinces and cities in 2 months to directly support and remove difficulties in the operation of local government at 2 levels.

Minister of Home Affairs Pham Thi Thanh Tra has signed a decision to send additional civil servants to the locality.

Accordingly, the leaders of the Ministry sent 34 civil servants who are leaders and specialists of units under and directly under 34 provinces and cities to grasp the situation, guide, support in resolving and resolving problems arising at the commune level during the operation and organization of local government at 2 levels.

The local time for civil servants sent on a trip will be extended for 2 months, from August 20 to October 20.

When strengthened to the local level, civil servants and public employees will directly work and coordinate with the Department of Home Affairs, departments, offices and functional units of the locality to grasp the general situation, difficulties and problems of the locality in the process of operating the 2-level local government, on the results of implementing state management tasks in the field of internal affairs at the commune level in the area.

At the same time, civil servants and public employees will take on the task of guiding, supporting the removal of difficulties, and handling arising and problematic issues at the commune level under the state management of the Ministry of Home Affairs.

The requirement for the transferred cadres is to carefully study relevant documents and papers to perform well the assigned tasks; maintain close contact with the Ministry's Working Group, with units under and directly under the relevant Ministry; proactively seek the direction of the Head of the unit and the Working Group on unclear issues that do not have regulations or instructions.

The Ministry of Home Affairs also requires civil servants to proactively advise and propose to the Working Group and the Ministry's leaders solutions to remove difficulties, perfect mechanisms, policies and processes to improve the efficiency of the operation of local governments at both levels.

Civil servants and public employees returning to their localities also have to report periodically every week and report synthesizing at the end of the working period to the Minister (through the Department of Organization and Personnel), as a basis for evaluating and drawing experience for the following periods.

This group must also strictly comply with the assignment and transfer of the Ministry; comply with discipline, administrative discipline, regulations, rules, and the Plan of the Ministry of Home Affairs on sending staff to strengthen to the locality and of the agencies, units, and localities assigned to work.

Civil servants and public employees can recommend and propose to the Minister (through the Department of Organization and Personnel) necessary support measures and solutions to help themselves complete their assigned tasks well.

On the other hand, civil servants returning to their localities are supported by the Ministry of Home Affairs with full travel, food, accommodation and other regimes and policies during their working period in the locality according to the regulations of the Ministry of Finance and the Ministry of Home Affairs.
