The Government issued Decree No. 335/2025/ND-CP regulating the assessment and classification of quality for state administrative agencies and civil servants.
For civil servants, the decree stipulates that the assessment of the criteria for performing tasks for civil servants is carried out on the basis of comparing the number of completed products/work (converted) with the number of assigned products/work (converted) monthly or quarterly.
Results of task implementation through quantity, quality and progress of products/work:
- Number: Determined by the percentage point between the number of completed products/work (converted) and the number of assigned products/work (converted) under the task in the month or quarter.
- Quality: Determined by the percentage point between the number of completed products/works meeting the requirements for content quality (converted) compared to the number of assigned products/works (converted) in the month or quarter.
In case there are major errors in the content affecting the quality of the product/work, each assessment that has not been achieved will result in a deduction of 25% of the quality points of that product/work, except in cases of errors due to objective reasons confirmed by competent authorities.
- Progress: Determined by the percentage point between the number of completed products/works (converted) and the number of assigned products/works (converted) in the month or quarter. In case the progress is not guaranteed, each delay will result in a deduction of 25% of the progress points of that product/work, except in cases of errors due to objective reasons confirmed by competent authorities.
The civil servant classification level is calculated as follows:
excellently completing tasks: Achieved 90 points or more.
Completing tasks well: Achieved 70 points or more to less than 90 points.
Complete tasks: Get from 50 points to less than 70 points.
Failure to complete tasks in one of the following cases:
- Have monitoring and assessment results below 50 points.
- Being concluded by competent authorities to have signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; violating things that party members are not allowed to do; violating the responsibility to set an example, negatively affecting the reputation of themselves and the agency or unit where they work.
- Violations related to public service activities are disciplined by reprimand or more in the assessment year.
- Agencies, organizations, and units under the authority to directly manage and supervise corruption, waste, and are handled according to the provisions of law (for civil servants holding leadership and management positions).
The rate of civil servants classified as "Completing tasks excellently" does not exceed 20% of the total number of civil servants classified as "Completing tasks well" within the same agency, organization, unit and in each group of civil servants with similar tasks.
In case the organization has outstanding and outstanding achievements, creates positive changes, completes assigned tasks beyond the plan, brings practical value and efficiency, the competent authority decides on the rate of civil servants who have completed their tasks excellently higher than the above regulations but not exceeding 25% of the total number of civil servants classified as "Completing tasks well".
The Decree clearly states that the quality classification level of the head of the organization must not be higher than the quality classification level of that organization.
This Decree takes effect from January 1, 2026
