The Ministry of Home Affairs received a petition from voters of Vinh Long province sent by the National Assembly's Petition and Supervision Committee.
Voters petitioned that according to Decree No. 150/2025/ND-CP dated June 12, 2025 of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards, or areas under provinces and centrally run cities: Clause 2, Article 13 stipulates the deputy head of the department of the People's Committee at the commune level (hereinafter referred to as the Deputy Head of the department) is the person who helps the Head of the Department direct a number of tasks and is responsible to the Head of the Department for assigned tasks.
Each room is assigned a Deputy Head of the room, when the Head of the room is absent, the Deputy Head of the room is authorized by the Head of the room to manage the activities of the room.
Voters said that the regulation on the number of deputy heads as above is very thin and will not ensure that the department can fully take charge of all functions and tasks according to the law and suggested considering and resolving this issue.
Regarding this content, the Ministry of Home Affairs said that in Resolution No. 332/NQ-CP dated October 15, 2025, the Government has stipulated that professional departments and equivalents, Public Administration Service Centers under the People's Committees of communes, wards, and especially in provinces and centrally run cities are arranged at an average of 2 deputy levels;
At the same time, the People's Committee at the commune level will specifically decide on the number of deputy heads of the professional department and equivalent, the Public Administration Service Center under its management, ensuring that it does not exceed the total number of deputy heads according to the decision of the competent authority.
Therefore, the Ministry of Home Affairs requests Vinh Long province to comply with the provisions of Resolution No. 332/NQ-CP mentioned above.
