On July 4, Chairman of the People's Committee of Da Nang City Luong Nguyen Minh Triet issued a document directing specialized agencies and People's Committees of communes and wards to implement the conclusions of the City Party Committee Secretary at the first conference held on July 3.
Accordingly, in order to remove difficulties and obstacles in operating the model of organizing and operating local government at 2 levels, the Chairman of the People's Committee of Da Nang City requested the People's Committees of communes and wards to maximize proactiveness, self-reliance, self-reliance and self-reliance in work.
Localities need to carefully study the handbook of local government at the commune level issued by the Ministry of Home Affairs in its management.
At the same time, urgently report on difficulties and problems and propose funding for repairing headquarters, improving working conditions, public housing, and issues related to personnel work.
These reports must be sent to the Department of Finance, Home Affairs, Construction, Science and Technology and related units before July 6, 2025
Based on recommendations and proposals from localities, the Chairman of the People's Committee of Da Nang City requires departments and branches to proactively handle issues under their authority according to assigned functions and tasks.
For issues beyond their authority, departments must quickly synthesize, report and propose to the People's Committee of Da Nang City for consideration and resolution or seek opinions from the Standing Committee of the City Party Committee on the implementation policy.
The deadline for completing this work is before 5:00 p.m. on July 7, 2025.
The Chairman of the People's Committee of Da Nang City also directed specialized agencies at the city level to guide the commune level, ensuring that there are no interruptions, obstacles or work congestion due to lack of guidance.
Specialized agencies need to preside over and coordinate with relevant units to synthesize the needs, necessity, accuracy of the scale and efficiency of investment in electricity, information, and transportation infrastructure in communes and wards, then send them to the Department of Finance.
Based on these proposals, the Department of Finance is responsible for synthesizing and reporting to the People's Committee of Da Nang City to seek opinions from the Standing Committee of the City Party Committee on public investment policies. This work must be completed before July 15, 2025.
Also in the document, the Chairman of the Da Nang People's Committee requested the Department of Home Affairs to preside over and coordinate with relevant units and localities to advise and issue a plan to establish working groups.
These delegations, led by leaders of the Da Nang People's Committee or leaders of relevant departments and branches, will urgently review and evaluate all assigned work, arrange and assign cadres, civil servants, public employees, and workers at both the city and commune levels, along with working conditions, living conditions, infrastructure and facilities.
