The Ho Chi Minh City People's Committee has just reported the results of collecting voters' opinions on the arrangement of commune-level administrative units in the city.
The report shows that out of nearly 1.73 million voters representing households in 21 districts, towns and Thu Duc City, 91.06% participated in giving their opinions. The approval rate for the merger of wards and communes reached 88.77%.
In addition to the great consensus, there are also many notable concerns and proposals from voters.
Voters raised difficulties in converting documents and addresses after the merger, and at the same time requested that authorities at all levels support and facilitate the conversion of related documents after the new administrative unit arrangement.
Voters suggested that there should be solutions to ensure and enhance security, order, social security and environmental sanitation in newly formed administrative units after the reorganization, due to increased population size.
Voters recommend the early completion of the organizational apparatus; arranging and assigning cadres and civil servants so that the new administrative units can promptly come into operation, best serving the people.
Voters proposed to consider using the People's Committee headquarters in newly formed administrative units after the arrangement, ensuring convenience and suitability for people when contacting to resolve work.
Meanwhile, the Vietnam Fatherland Front Committee of Ho Chi Minh City highly appreciated and agreed on the implementation of the arrangement of commune-level administrative units of Ho Chi Minh City.
The Vietnam Fatherland Front Committee of Ho Chi Minh City recommends that the Ho Chi Minh City People's Committee should focus on coordination between functional agencies to facilitate people and businesses in converting documents related to real estate, household registration, judicial procedures, etc.
The Ho Chi Minh City People's Committee needs to develop a plan to arrange and resolve the regime and policies for cadres, civil servants, public employees and non-professional cadres at the commune level affected by the arrangement, ensuring the right subjects, publicity, transparency, associated with prioritizing job introduction, vocational training, and loan support.
Ho Chi Minh City also needs to stipulate a roadmap and time for temporary use of old documents in administrative procedures to avoid affecting the lives of people and businesses, in the direction of continuing to use them, except in cases where people and businesses need to change or are forced to adjust according to legal regulations.
According to the arrangement plan approved by the Ho Chi Minh City Party Committee and the Ho Chi Minh City People's Council, the entire Ho Chi Minh City will adjust 272 out of a total of 273 existing commune-level administrative units, keeping only one unit, Thanh An commune, intact.
After this arrangement, Ho Chi Minh City will have 102 commune-level administrative units, including 78 wards and 24 communes.
Ho Chi Minh City aims to complete the project to merge commune-level administrative units and send it to the Central Government before May 1, 2025. The arrangement and reorganization of commune-level units must be completed before June 30, 2025.
By July 1, 2025, the system of Party committees, authorities, the Fatherland Front and socio-political organizations at the district level will officially end operations according to the old administrative unit.
Before July 15, 2025, Ho Chi Minh City will complete the arrangement and assignment of cadres, civil servants, public employees, working headquarters, equipment and operating conditions of the new apparatus.
