At the meeting, Colonel Nguyen Xuan Son - Deputy Political Commissar of Binh Dinh Provincial Military Command hoped that Deputy Prime Minister Ho Duc Phoc and the provincial National Assembly delegation would propose to the Ministry of Labor, Invalids and Social Affairs to recognize as a martyr comrade Pham Duy Quang (born in 1992) - a militiaman of Hoai Thanh commune (now Hoai Thanh ward, Hoai Nhon town) - who died during the flood and storm prevention process.

"In 2018, there was a flood and storm in Binh Dinh province. At that time, we mobilized the Hoai Thanh Commune Militia to help the people. During the process of clearing the flow, comrade Quang unfortunately died.

After the incident, the unit coordinated with related units to complete the documents and files to request the Ministry of Labor, Invalids and Social Affairs to recognize comrade Quang as a martyr. However, according to the Ministry of Labor, Invalids and Social Affairs' response, comrade Quang died due to slipping while on duty, and did not demonstrate bravery in saving people and property, so he was not recognized as a martyr. We continued to petition but were still not recognized. I am very upset about this!", Colonel Son explained.

Supervise the settlement of voters' petitions

Responding to Colonel Son's petition, Mr. Le Kim Toan - Standing Deputy Secretary of Binh Dinh Provincial Party Committee, Head of the National Assembly Delegation of Binh Dinh Province - said that the problem in proposing to recognize comrade Pham Duy Quang as a martyr stemmed from the preparation of the dossier proposing to recognize him as a martyr, because in the initial dossier there was the word "slipped".

"The petition to recognize Dong Quang as a martyr still requires perseverance. However, this is also a lesson for agencies and units when preparing petitions, because the initial cause in the petition is very important," Mr. Le Kim Toan noted.

Informing the delegates, Deputy Prime Minister Ho Duc Phoc promised to receive voters' opinions and forward these recommendations to specialized agencies, while monitoring and urging the implementation of voters' recommendations.

Regarding the proposal to recognize Pham Duy Quang as a martyr, Deputy Prime Minister Ho Duc Phoc said that we must continue to make recommendations and the National Assembly delegation of Binh Dinh province will also continue to make recommendations.
