On March 4, the working delegation of the National Assembly Standing Committee and the National Election Council led by General Phan Van Giang - Member of the Politburo, Minister of National Defense, Member of the National Election Council - worked and supervised the preparation for the election of National Assembly deputies of the XVI term and People's Council deputies at all levels for the 2026-2031 term in Cao Bang province.
Reporting at the working session, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa said that the election preparation work in the area has been seriously and synchronously deployed, closely following the direction of the Central Government. The Provincial Election Work Steering Committee includes 19 members; the Provincial Election Committee 34 members; 16 inspection teams have been established, conducting inspections in 56/56 communes and wards.
The whole province has set 16 electoral units to elect 50 delegates of the Provincial People's Council; the commune level has 341 electoral units to elect 1,019 delegates. By the end of January 30, 2026, 56 communes and wards have established 566 polling stations with nearly 9,000 members of the election team.
After 3 rounds of consultation, the province officially established a list of 13 candidates for National Assembly deputies and 84 candidates for Provincial People's Council deputies; the commune level has 1,690 candidates.
The proportion of women and ethnic minorities participating in the election is high, showing a representative structure. As of February 26, 2026, the whole province has reviewed and assigned 99.93% of voters to the voting area.

Propaganda work, preparation of facilities, and ensuring security and order are basically completed, ready for election day March 15, 2026.
At the working session, the province proposed that the Central Government pay attention to supplementing funding for remote, isolated, and particularly difficult communes; upgrade the software system for managing election information; and have more specific guidance on personnel sources to serve elections in the conditions of operating two-level local governments.
Concluding the working session, General Phan Van Giang acknowledged the proactiveness and seriousness of the province in the preparation work.
At the same time, it is requested to continue to strengthen direct propaganda to each household; provide specific instructions on how to record and cross ballots in accordance with regulations; organize training and trial procedures for officials and voters to firmly grasp the implementation steps.
The Minister emphasized the proactiveness of mobile ballot box plans to serve voters far away and busy with work; reasonable arrangement of many ballot boxes at polling stations to create convenience and reduce density.
Pay attention to reviewing voter lists, especially voters who go to work far away, and outgoing voters; closely coordinate between forces, not allowing shortcomings to occur.
The police, military, and border guard forces need to coordinate closely, not only ensuring security and order but also being ready to support when necessary.
It is necessary to proactively develop contingency plans for facilities, electricity, and transportation, especially not to let power outages occur on election day; closely coordinate with the electricity sector to ensure smooth operation. Emergencies must be anticipated and handled promptly, avoiding subjectivity.
In particular, it is necessary to promote the role of Party cell secretaries, village elders, village heads, and prestigious people in the community, especially in ethnic minority areas; strengthen propaganda in ethnic languages, easy-to-understand expressions so that voters clearly understand their rights and responsibilities, creating a joyful atmosphere so that election day is truly a festival for the people.
