General Phan Van Giang raises 4 issues on international order at the Huong Shan Forum in Beijing

General Phan Van Giang emphasized promoting and wishing to promote multilateralism based on international law and institutions.

On September 16, the 13th Huong Shan Beijing Forum opened in Beijing, China, according to VNA.

General Phan Van Giang, Member of the Politburo, Deputy Prime Minister, Minister of National Defense, led the high-level delegation of the Vietnamese Ministry of National Defense to attend the forum and delivered an important speech at the first plenary session with the theme "International Order and Strategic Stability".

General Phan Van Giang said that the world is undergoing breakthrough, complex and unpredictable changes. Peace and stability are the common aspirations of the international community.

General Phan Van Giang emphasized that promoting and wishing to promote multilateralism also means wishing to build a fair, inclusive international order based on international law and institutions.

To have such a fair and inclusive international order, strategic stability is needed, in which a peaceful environment is guaranteed, nations are equal, respect each other, cooperate for mutual benefit, and resolve issues through dialogue, on the basis of respecting international law and institutions, the United Nations Charter, and regional commitments.

To consolidate the foundation of international order and build strategic stability as desired, General Phan Van Giang believes that it is necessary to pay attention to 4 basic issues.

First of all, countries need goodwill and sincerity, strategic trust and shared responsibility.

Second, international law, including the United Nations Charter, needs to be respected, and seen as the foundation for regulating relations between nations.

Third, it is necessary to promote the role of multilateral mechanisms, in which the United Nations is the center in global security governance.

Vietnam always respects and fully implements the Declaration on the Conduct of Parties in the East Sea (DOC); and at the same time wishes to accelerate the negotiation process to sign the Code of Conduct of Parties in the East Sea (COC) with effectiveness, practical effectiveness and feasibility.

Also in the East Sea issue, Vietnam persistently resolves the issue by peaceful means, on the basis of respecting international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Fourth, it requires solidarity and consensus, help and sharing. In a world with many fluctuations, countries are increasingly dependent on each other, and a country can hardly effectively respond alone to increasingly complex security challenges, both traditional and non-traditional.

The General also announced that the 3rd Vietnam International Defense Exhibition, scheduled to be held in December 2026, will have the theme "Peace - Friendship - Cooperation for Development", expressing Vietnam's desire to cooperate with other countries to develop an increasingly strong national defense, to ensure the ability to maintain independence, sovereignty and territorial integrity, protect national and ethnic interests, and jointly contribute to protecting regional and world peace.
