With the theme "Innovating thinking, improving the quality of strategic consultation; strengthening discipline and order; building a clean and strong Party Committee in all aspects; excellently completing tasks, pioneering the successful implementation of the resolution of the Hai Phong City Party Congress for the 2025-2030 term", the Congress is tasked with evaluating the 5-year journey to implement the Resolution of the 13th National Party Congress of the Party, the Resolution of the City Party Congress, the Resolution of the City Party Congresses for the 2020-2025 term. Thereby summarizing the outstanding results and experiences in leadership and direction in implementing political tasks set out in the Resolution of the Congress for the 2020-2025 term, including the results that the two Party Committees of Hai Phong City and Hai Duong Provincial Party Agencies have strived to achieve; assessing the limitations, shortcomings, and unfulfilled targets of the term, proposing appropriate solutions, developing specific and breakthrough criteria in the coming term.
For the 2020 - 2025 term, Party committees at all levels in the Party Committee have organized 12 Party committee training courses with 792 participants; 20 political theory training courses for new Party members with 1,260 students; 20 Party awareness training courses with 2,290 students. 493 "Skilled Mass Mobilization" models were registered for construction, including 481 collective models and 12 individual models; deployed the construction and replication of the models of "4 Good Party Cell", "4 Good Grassroots Party Committee", creating clear changes in the working regime, quality of grassroots party organization, contributing to strengthening a clean and strong grassroots party organization...
For the 2025 - 2030 term, the City Party Committee of Party Agencies set out 11 groups of targets for implementation, including: striving for 100% of grassroots Party committees to lead cadres and Party members to effectively advise and serve the leadership and direction of the City Party Committee, People's Council, and People's Committee, contributing to the successful implementation of the Resolution of the City Party Congress for the 2025 - 2030 term. 100% of grassroots party organizations have developed and implemented action programs to implement resolutions, working regulations, work programs, inspection and supervision programs for the 2025-2030 term; 90% of grassroots party cells and party committees have achieved "good Party cell 4", "Good grassroots party committee 4"...
Speaking at the congress, Secretary of the City Party Committee Le Tien Chau suggested that immediately after the congress, the Party Executive Committee should develop and immediately implement an action program to implement the Resolution with the highest determination. The Secretary of the City Party Committee suggested a number of key issues: building a truly clean, strong, comprehensive and exemplary Party Committee; promoting digital transformation in Party building; strongly innovating thinking, updating new knowledge, science and technology, artificial intelligence, modern governance technology. The Party Committee effectively promotes the role of agencies in the internal affairs, justice, front and mass organizations; strengthens coordination, improves the effectiveness of supervision and social criticism, protects the Party's ideological foundation, maintains discipline, prevents corruption, waste and negativity; spreads the spirit of solidarity, humanity and social responsibility, contributes to strengthening the great national unity bloc.
The Congress unanimously approved the Comprehensive Report of the Party Committee of the City Party Agencies into the draft Documents submitted to the 14th National Party Congress and the draft Political Report submitted to the City Party Congress.
