The collection and payment of party fees by Party organizations at all levels will be carried out on the National Public Service Portal according to regulations and roadmap guidance of the Party Central Committee Office.

On behalf of the Politburo, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu has just signed and issued Regulation No. 01-QD/TW on Party fee regime.

Regulation No. 01-QD/TW stipulates the payment of party membership fees of party members; principles of collection, payment, allocation and management, use of party membership fees of Party organizations at all levels.

The regulation clearly states: Paying party fees is the task of party members according to the provisions of the Party Charter. Party members are responsible for truthfully reporting to the Party cell about their income as a basis for paying party fees according to regulations.

Except for cases of late or early payment of party fees as prescribed, domestic party members (including reserve party members) pay party fees monthly on the National Public Service Portal or pay in cash directly to the Party cell. The roadmap for paying party fees on the National Public Service Portal is implemented according to the guidance of the Party Central Committee Office.

Encourage party members to voluntarily pay higher party fees than the prescribed level; the Party cell reports to the directly superior Party committee for consideration and decision.

The Party cell considers and proposes that the competent Party Committee decide to remove the name from the list of party members for cases where party members do not pay party fees for three months of the year without a valid reason.

Except for force majeure cases, the collection and payment of party fees by Party organizations at all levels must be carried out on the National Public Service Portal according to the regulations, roadmap, and guidance of the Party Central Committee Office.

Upper-level Party organizations are responsible for directing, guiding, and supporting lower-level Party organizations to handle difficulties and obstacles in implementing the collection and payment of Party membership fees on the National Public Service Portal.

Party organizations at all levels are allowed to open accounts at banks to collect, deposit, manage, and use Party membership fees. The Party organization decides on the form of managing the surplus of Party membership fees left behind (in cash or on bank accounts, treasuries), ensuring safety, tightness, in accordance with legal regulations, and promptly meeting the needs of Party organization spending.

The regulation also clearly states the level of Party membership fees for Party members in the country; the level of Party membership fees for Party members abroad; exemption, reduction, prepayment, late payment of Party membership fees; allocation of collected Party membership fees.

Also according to the Regulations, the Party cell assigns a comrade (secretary, deputy secretary of the Party cell or branch committee member) to regularly direct the collection and payment of party fees of the Party cell, and review the number of party fees to be paid by each party member in the Party cell.

The Party cell assigns a comrade to directly collect party fees from party members who pay party fees in cash and monitor and urge party members to pay party fees in non-cash forms (prioritizing arranging secretaries, deputy secretaries of party cells or party committee members to perform this task).

Party committees at all levels are responsible for summarizing the situation of Party fee collection, payment, and use of their level and the entire Party Committee, and preparing reports to send to higher-level Party committees. The Central Party Office is responsible for summarizing the situation of Party fee collection, payment, and use of the entire Party, and reporting to the Central Executive Committee of the Party.

Level of party membership fees for domestic party members

According to Clause 1, Article 3 of this Regulation, Party members who are subject to compulsory social insurance according to the provisions of the law on social insurance: Paying a monthly party fee equal to 1% of the salary as the basis for calculating compulsory social insurance contributions of the immediately preceding month.

During the time a party member takes leave due to illness or maternity, is not required to pay compulsory social insurance and enjoys benefits paid by the social insurance agency, the level of party membership fee is equal to 1% of the sickness allowance and maternity allowance of a party member paid only by the social insurance agency.

During the time party members are on leave, not required to pay compulsory social insurance for other reasons, the level of party fee contribution is as prescribed for party members who are not subject to compulsory social insurance.
