Forming a national basic research ecosystem
On May 25, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session of the Standing Committee of the Central Steering Committee for Science and Technology Development (S&T), Innovation (I+D) and Digital Transformation (CĐS), giving opinions on basic scientific research (KHCB) to serve national development in the new period.
Concluding the working session, General Secretary and President To Lam stated clearly that we need to set a general goal of building a modern, self-reliant, integrated, focused, and capable of creating new knowledge, training elite human resources, providing strategic arguments for policy planning and laying the foundation for strategic technology development, serving the rapid and sustainable development of the country.

In the goals to 2030, the General Secretary and President requested that from now until June 2027, all bottlenecks and bottlenecks must be removed, and a relatively synchronous national basic research ecosystem needs to be formed; gradually build a number of excellent research centers, strong research groups, large scientific databases and shared research infrastructure with competitive capacity in the region.
By 2045, forming a number of KHCB fields with international competitiveness; gradually forming Vietnamese scientific schools; improving autonomy in some strategic technologies; and building a social science and human science foundation capable of providing arguments for modern national governance and national development in the new period.
Strategic foundation of national development
According to General Secretary and President To Lam, it is necessary to clearly define that KHCB research is not purely academic activity, but a strategic foundation of national development in the 21st century. Investing in KHCB is investing in the long-term future of the nation, in national autonomy capacity, in depth development and in the country's long-term competitiveness.
KHCB development must directly serve the requirements of rapid and sustainable development of the country; improve strategic autonomy capacity; ensure national defense and security; improve forecasting capacity, national governance and adaptability to major world fluctuations.
The General Secretary and President also requested to synchronously develop natural science, foundational technology with social science and humanities.
If natural science and technology lay the foundation for national production capacity and technology, then social science and humanities lay the foundation for leadership, management, institution building, cultural and human development. It is impossible to develop quickly and sustainably if it is only strong in technology but weak in institutions, culture, people and social management capacity.
Along with that, it is necessary to strongly innovate the scientific management mechanism in the direction of shifting from administrative management to creative governance; from pre-inspection to post-inspection; from management according to records to evaluation according to quality, impact and long-term contribution. It is necessary to build an honest academic environment, free creativity but associated with scientific responsibility and national responsibility.
The General Secretary and President clearly stated that people must be considered the center of KHCB development. To have a strong science, first of all, there must be a strong team of scientists; there must be an ecosystem for discovering, training, fostering, valuing and protecting scientific talents.
General Secretary and President To Lam emphasized that the general spirit is to act more drastically, innovate more strongly and have a longer-term vision for KHCB research. We are not only solving the story of today's science, but also preparing a foundation of knowledge for the future development of the country in the coming decades.
