On the morning of October 24, the National Assembly discussed a number of contents with different opinions of the draft Law on Supervisory Activities of the National Assembly and People's Councils (HDND) amendment.

Delegate Pham Van Hoa (Dong Thap Delegation) pointed out that the supervision activities of the People's Council delegation in the past have been very formal, some places have been able to do it, some places have not been able to do it and some places have not even had any activities, especially at the commune level.

"During each term, each People's Council delegate has only been a supervisor for a few terms, even no, especially at the commune level," said the delegate.

The delegate suggested that the supervision activities of the People's Council delegations at the provincial and commune levels should not be regulated. Instead, if the delegate wants to supervise a certain field, they should report to the Standing Committee of the People's Council or propose to the People's Council's departments to include in the general supervision program, so the operation will be more effective.

Delegate Nguyen Tam Hung (HCMC Delegation) said that the draft law has identified the People's Councils at the provincial and commune levels as two levels of direct supervision, but there is no clear binding mechanism for reporting policy impacts from the province to the commune level.

The delegate proposed to add a provision that the Provincial People's Council requires the Provincial People's Committee to periodically report on the impact of administrative decisions and socio-economic policies on the implementation capacity of the commune level.

This regulation helps the People's Councils at the provincial level monitor in a chain from decision to impact, results, ensuring policy supervision is not only on paper but also towards the grassroots level.

According to the delegate, the draft law has stipulated questioning at the People's Council meeting but is still general and lacks a mandatory mechanism.

The delegate said that the person being questioned must directly answer, the authorization can only be carried out in cases of force majeure and must bear related responsibility.

The questioning session was recorded, broadcast live and the entire text was made public on the People's Council's information portal to increase publicity, certification and enhance the responsibility of the leader.

The delegate proposed to maintain the regulation on the supervisory authority of the People's Council delegation group.

Because in the 2-level local government model, when not organized at the district level, it is necessary to have a group of provincial People's Council delegates as an extension at the grassroots level to ensure interconnected supervision information from the province to the commune, without creating more apparatus but increasing efficiency, promptly detecting problems from the grassroots level, helping to monitor accurately and more deeply.
