Accordingly, the Ministry of Transport has requested the Ministry of Home Affairs to synthesize and report to the Prime Minister to direct the People's Committee of Ho Chi Minh City (HCMC) and the People's Committee of Yen Bai province to urgently receive the original status of medical facilities including: Ho Chi Minh City Transport Hospital; Yen Bai Transport Hospital for local management.
Regarding this proposal, the Ministry of Home Affairs has responded.
Clause 2, Article 5 of Decree No. 56/2022/ND-CP stipulates: The Department of Transport Health continues to maintain operations according to current regulations until the Ministry of Transport completes the handover of medical facilities under the Department of Transport Health to local management and the Transport Health - Labor Environment Center is established according to the provisions of Decision No. 1922/QD-TTg dated November 25, 2020 of the Prime Minister.
At Point b, Clause 1, Article 2 of Decision No. 1922/QD-TTg dated November 25, 2020 of the Prime Minister on the Reorganization of the Department of Transport Health under the Ministry of Transport, the Prime Minister assigned the Ministry of Transport to submit to the Prime Minister a decision on the establishment of the Center for Transport Health - Labor Environment on the basis of reorganizing the Department of Transport Health.
Accordingly, in case there are any problems in reorganizing the Department of Transport Health, the Ministry of Home Affairs requests the Ministry of Transport to report to the Prime Minister for consideration and direction.
Another proposal made by the Ministry of Transport is to amend Decree No. 120/2020/ND-CP in the direction that public service units that self-insure regular and investment expenditures can proactively decide the number of focal points of the organization.
Regarding this issue, the Ministry of Home Affairs stated: Clause 1, Article 6 of Decree No. 120/2020/ND-CP stipulates that public service units self-insure regular and investment expenditures to decide on the establishment, reorganization, and dissolution of affiliated and subordinate units according to the Autonomy Project approved by competent authorities, ensuring compliance with functions and tasks and meeting the criteria, conditions, and standards prescribed by law;
Public service units that self-insure regular expenses decide to establish, reorganize, and dissolve units that are not part of the organizational structure of constituent units according to the decision of competent authorities, when meeting the criteria, conditions, and standards prescribed by law; develop plans to rearrange constituent units and submit them to competent authorities for decision.
The Ministry of Home Affairs requests the Ministry of Transport to implement.
