The Standing Committee of the Provincial People's Council (PPC) issued a resolution appointing the Chairman and Vice Chairman of the Commune People's Committee.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh signed and issued Instruction No. 1309 of the National Assembly Standing Committee (NASC) on a number of contents of the organization and operation of the XV National Assembly Delegation, Provincial and Commune People's Councils for the 2021 - 2026 term after the arrangement of administrative units in 2025.

According to the instructions, based on the announcement of personnel appointments by competent Party committees, the Standing Committee of the National Assembly issued a resolution appointing personnel to hold the positions of heads of delegations, deputy heads of the National Assembly delegations; chairmen, vice chairmen, heads of departments of the People's Councils of provinces and cities formed after the arrangement.

This is done immediately when the National Assembly's resolution on the arrangement of provincial-level administrative units in 2025 takes effect.

The Standing Committee of the National Assembly notes that, based on the personnel plan of the locality approved by the competent authority, the Standing Committee of the Provincial and Municipal Party Committees of the locality after the merger and consolidation will urgently notify, urge, and direct the Standing Committee of the People's Council of the same level and the Standing Committee of the People's Council at the commune level to form after the arrangement, complete the appointment and consolidation of the positions of local government leaders according to their authority.

The Standing Committee of the Provincial People's Council decides on the list of deputy heads of the Provincial and Municipal People's Councils formed after the reorganization according to the provisions of the Law on Organization of Local Government (amended).

The guidance clearly states that the People's Councils for the 2021-2026 term of commune-level administrative units formed after the reorganization include all delegates of the People's Councils for the 2021-2026 term of commune-level administrative units before the reorganization (operating until the end of the term).
