Vice Chairwoman of the National Assembly Nguyen Thi Thanh signed and issued Instruction No. 1309 of the National Assembly Standing Committee (NASC) on a number of contents of the organization and operation of the XV National Assembly Delegation, Provincial and Commune People's Councils for the 2021 - 2026 term after the arrangement of administrative units in 2025.
The Standing Committee of the Provincial People's Council will appoint commune leaders
According to the instructions, based on the announcement of personnel appointments by competent Party committees, the Standing Committee of the National Assembly issued a resolution appointing personnel to hold the positions of heads of delegations, deputy heads of the National Assembly delegations; chairmen, vice chairmen, heads of departments of the People's Councils of provinces and cities formed after the arrangement.
This is done immediately when the National Assembly's resolution on the arrangement of provincial-level administrative units in 2025 takes effect.
"The Standing Committee of the Provincial People's Council issued a resolution appointing the positions of members of the Provincial and Municipal People's Committee formed after the reorganization; Chairman, Vice Chairman, Head of the People's Council and Chairman, Vice Chairman of the People's Committee of commune-level administrative units formed after the reorganization immediately after the resolution of the National Assembly Standing Committee appointed personnel to hold the positions of the Standing Committee of the Provincial People's Council took effect," the instructions stated.
Also according to the guidance, the Standing Committee of the People's Council at the commune level issued a resolution appointing personnel to hold the position of member of the People's Committee at the commune level of commune-level administrative units formed after the arrangement.
This content is implemented immediately after the resolution of the Standing Committee of the Provincial People's Council appointing personnel to hold the positions of the Standing Committee of the Commune People's Council takes effect.
The Standing Committee of the National Assembly notes that, based on the personnel plan of the locality approved by the competent authority, the Standing Committee of the Provincial and Municipal Party Committees of the locality after the merger and consolidation will urgently notify, urge, and direct the Standing Committee of the People's Council of the same level and the Standing Committee of the People's Council at the commune level to form after the arrangement, complete the appointment and consolidation of the positions of local government leaders according to their authority.
Organizing the XV National Assembly Delegation of provinces and cities formed after the reorganization
The Standing Committee of the National Assembly ores that the XV National Assembly Delegation of provinces and cities formed after the reorganization includes all National Assembly deputies of provinces and cities before the reorganization and continued operation until the end of the XV National Assembly term; the organizational structure includes delegation heads, deputy heads of delegations and National Assembly deputies.
The number of deputy heads of the National Assembly delegation working full-time and full-time in provinces and cities formed after the reorganization includes the entire number of deputy heads of the National Assembly delegation working full-time, the number of heads of the National Assembly delegation working full-time before the reorganization (if any) and the number of National Assembly deputies working full-time in provinces and cities before the reorganization.

The number of deputy heads of the People's Council operating full-time at the departments of the Provincial and Municipal People's Councils formed after the reorganization includes the entire number of deputy heads of the Board, the number of full-time People's Council delegates operating at the departments of the Provincial and Municipal People's Councils before the reorganization, and the number of full-time heads of the People's Councils before the reorganization (if any).
The Standing Committee of the Provincial People's Council decides on the list of deputy heads of the Provincial and Municipal People's Councils formed after the reorganization according to the provisions of the Law on Organization of Local Government (amended).
The guidance clearly states that the People's Councils for the 2021-2026 term of commune-level administrative units formed after the reorganization include all delegates of the People's Councils for the 2021-2026 term of commune-level administrative units before the reorganization (operating until the end of the term).
