Treatment mechanism to attract talent
On the afternoon of April 15, the National Assembly discussed in the hall the draft Law on Cadres and Civil Servants (amended).
Contributing opinions to the draft law, delegate Nguyen Thi Ngoc Xuan - National Assembly Delegation of Binh Duong province proposed that there should be a breakthrough, longer-term policy, investing in high-quality human resources in the public sector.

Accordingly, in Clause 1, Article 5 of the draft, Ms. Xuan proposed to supplement and amend as follows: The State has special policies in training, coaching, attracting and promoting talented people in public service activities and has special policies for specialized training institutions for the National Public Service Education.
In addition, it is necessary to study specific regulations on the percentage of budget expenditure for training and fostering civil servants.
"It is necessary to study and consider salary and incentive policies commensurate with the responsibilities and tasks assigned to civil servants, especially heads of the Party, Ministries, Branches, localities, senior experts, and excellent civil servants at the central and local levels, equivalent to and not inferior to the private sector to retain talent. This is a motivation for the team of civil servants" - Ms. Xuan said.
The female delegate said that the State also needs to have an early proactive mechanism in its investment policy for training and fostering civil servants in a professional manner in the country, especially academies and universities that train civil servants at regional and international levels in facilities.
At the same time, continue to review to have prestigious annual public service scholarships and annual public service awards for outstanding civil servants nationwide in specific fields. Have a strategy to attract and nurture talents from high schools, universities, and academies.
Talented people with records and degrees cannot be detected
Contributing to the content of the treatment policy and discovery of talents in public service activities, delegate Nguyen Thi Viet Nga - National Assembly Delegation of Hai Duong province said that in order for the policy to truly promote efficiency, it is necessary to clearly recognize that talent in public service activities is a special form of talent, not only requiring professional capacity and organizational skills, but also requiring integrity, sense of responsibility, the ability to withstand pressure and political courage.

"It is impossible to find talented people with records, degrees, or through formal exams. Talented people in public service need to be discovered through practical tasks, through the ability to handle new and complex problems and especially through the results of creating public value. To attract and retain talented people, incentives do not stop at salaries, more importantly, give them the opportunity to contribute, be trusted and valued" - Ms. Nga analyzed.
For the above reasons, delegate Nguyen Thi Viet Nga suggested that the Government should stipulate more clearly a number of key mechanisms related to the discovery and exploitation of talent in the public sector in the direction of: Redesigning a system of evaluating cadres based on output and public service performance, not just based on forms or processes;
Allowing the development of flexible challenge and talent selection mechanisms, especially in positions that need creativity and innovation;
Empower leaders to discover, propose and use talents. But at the same time, it must come with an objective monitoring and evaluation mechanism.
"If there is no strong reform from the stage of discovery, use to treatment, the preferential policies for talented people recorded in the Law will only stop at the slogan or the treatment is not really for the right subjects" - Ms. Nga said.
