The draft Law on Teachers stipulates that teachers' salaries will be ranked highest in the administrative career salary scale system, and there will be additional allowances depending on the nature of the work and the working area.
The draft does not stipulate an increase of 1 starting salary level for teachers who are recruited and have their salaries arranged for the first time; at the same time, the Government is assigned to specify in detail.
This is a positive signal, demonstrating the State's concern for the important role of the teaching staff in the education sector.
In addition to salary policy, Article 26 of the Draft Law on Teachers also clearly stipulates policies to support teachers, including: Subsidy regime according to the nature of work, by region; Support for training and fostering; Support for periodic health care, occupational health care; Mobile allowances for teachers working in literacy eradication, universal education, secondment, enhanced teaching, inter-school teaching, teaching at schools; Other support policies for teachers.

In addition to the general policy specified in Clause 1 of this Article, teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions; teachers teaching specialized schools; teachers teaching integration education; teachers teaching ethnic minority languages; teachers teaching enhanced Vietnamese for ethnic minority students; teachers teaching gifted subjects and arts are entitled to a number of support policies such as:
- To rent public housing according to the provisions of the law on housing or to be guaranteed collective accommodation when working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions. In case the collective housing or public housing cannot be arranged, teachers will be supported with housing rent according to the level of public housing rental support according to regulations;
- Support for train and bus fares during working in areas with particularly difficult socio-economic conditions according to regulations;
- Allowance and subsidy regime depending on the subject.
In addition to the support policies specified in this Article, teachers in public educational institutions are entitled to support policies for civil servants and other support policies, if any.
Localities and educational institutions have policies to support teachers to ensure their lives and develop their careers in accordance with the practical conditions of the locality and educational institutions. The Government stipulates this in detail.
Contributing opinions to the Draft Law on Teachers, delegate Nguyen Huu Thong - National Assembly Delegation of Binh Thuan province said that giving priority to teachers' salaries shows the recognition and encouragement of the teaching staff, especially in disadvantaged areas, special education sectors such as preschool and primary school.
However, the delegate expressed concern that if the highest principle in the administrative career salary scale system is applied without clear criteria, it could cause a reaction from other public service sectors such as healthcare, culture, science, or it could also be an internal imbalance if not associated with quality and job position and put great pressure on the budget when implementing it simultaneously.
"I recommend re -editing in the direction that does not specify the highest teacher's salary in the hard -working administrative system in the law, so the design of a separate payroll for teachers in principle is in accordance with the characteristics of the industry with a coefficient, with reasonable seniority allowances, associated with the results of the specific job position.
At the same time, salary increase needs to go hand in hand with innovation and assessment of teaching quality to ensure the principle of salary payment according to capacity and efficiency" - delegate Nguyen Huu Thong shared.
