After the 7th session of the 15th National Assembly, the Ministry of National Defense received a petition from voters of Bac Kan province to propose adding beneficiaries of the policy for people with revolutionary contributions.
Accordingly, voters of Bac Kan province expressed their opinions: "Propose to study and supplement the beneficiaries of policies according to Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975, were demobilized, discharged from the army, and quit their jobs to the beneficiaries of preferential treatment for people with revolutionary contributions as prescribed in the Ordinance on Preferential Treatment for People with Revolutionary Contributions".
Responding to this content, the Ministry of National Defence said that according to the provisions of Clause 1, Article 3 of Ordinance No. 02/2020/UBTVQH14 dated December 9, 2020 of the Standing Committee of the National Assembly on Incentives for People with Meritorious Services to the Revolution; stipulates that people with meritorious services to the revolution include 12 groups of subjects, including "People participating in the resistance war to liberate the nation, protect the Fatherland, and perform international duties".
Article 35 of Ordinance No. 02/2020/UBTVQH14 stipulates the conditions and standards for people participating in the resistance war to liberate the nation, protect the Fatherland, and perform international duties, specifically: "People participating in the resistance war to liberate the nation, protect the Fatherland, and perform international duties are those who participate in the resistance war and are awarded the Resistance Medal, Victory Medal, Resistance Medal, and Victory Medal by the State".
Thus, the beneficiaries of the policy under Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister, if meeting the conditions prescribed in Article 35 of Ordinance No. 02 above, will be recognized as people with revolutionary contributions and enjoy preferential treatment according to regulations.
"To propose to resolve the content of the request to expand the subjects of people with revolutionary contributions as prescribed in Decree No. 02/2020/UBTVQH14, the National Assembly Delegation of Bac Kan province is requested to transfer the content of the voters' petition to the Ministry of Labor, War invalids and Social Affairs, which is assigned by the Government to manage the above content, for research, proposal, and reporting to competent authorities for consideration and decision" - the document responding to the voters' petition of the Ministry of National Defense stated.
