The Government proposes to adjust the central budget capital in 2025 to suit the organizational apparatus of ministries, central agencies and localities after the reorganization.

On September 22, the National Assembly Standing Committee gave its opinion on the allocation of the budget estimate and investment plan for the central budget capital from the increased central budget revenue in 2022; adjusting the budget for 2025 between ministries, central and local agencies; adjusting the budget for 2025 to suit the organizational apparatus of ministries, central and local agencies after the reorganization

Presenting the report, Deputy Minister of Finance Tran Quoc Phuong said that the Government proposed to allocate the central budget revenue increase in 2022 of 1,927 billion VND to Lam Dong province to implement the investment project to build the Bao Loc - Lien Khuong expressway.

The Government proposed to reduce the 723 billion VND of increased central budget revenue in 2022, which no longer needs to be used by the Ministry of Finance and the Ministry of Construction to adjust the corresponding increase for Quang Ngai province (150 billion VND) and Lam Dong province (573 billion VND).

With the central budget capital in 2025 between ministries, central agencies and localities, the Government submitted to the National Assembly Standing Committee to adjust the reduction of VND 3,270 billion of 9 ministries, central agencies and 3 localities to adjust the corresponding increase for 3 ministries, central agencies and 13 localities.

The Government proposed to adjust and reduce more than 703 billion VND from the overseas central budget of the Ministry of Agriculture and Rural Development (old) to supplement the corresponding increase for 3 localities (Tuyen Quang, Ho Chi Minh City, Tay Ninh).

Another content, the Government proposes to adjust the central budget capital in 2025 to suit the organizational apparatus of ministries, central and local agencies after the reorganization.

Accordingly, the Government has submitted an adjustment to reduce the entire central budget in 2025 of 8 ministries and central agencies to adjust and increase correspondingly for 7 ministries and localities (Ministry of National Defense, Ministry of Finance, Ministry of Agriculture and Environment, Ministry of Culture, Sports and Tourism, Ministry of Construction, Ministry of Ethnic Minorities and Religions, Hanoi).

The Government submitted an adjustment of VND 381 billion to the Ministry of Home Affairs to increase correspondingly to the Ho Chi Minh National Academy of Politics.

Adjusted down more than 187 billion VND by the Ministry of Labor, War Invalids and Social Affairs (old) to increase correspondingly to the Ministry of Home Affairs (more than 100 billion VND); the Ministry of Education and Training (61.6 billion VND); the Ministry of Health (25.3 billion VND).

Adjusted down by 66 billion VND by the Ministry of Information and Communications (old) to increase correspondingly for the Ministry of Science and Technology (52.5 billion VND); the Ministry of Public Security (13.5 billion VND).

The National Assembly Standing Committee requested the Government to direct the implementation of allocation, adjustment of estimates and plans for public investment capital from the central budget in 2025 to ministries, central agencies and localities according to the provisions of the Law on Public Investment and the Law on State Budget, ensuring correct purpose and efficiency.

The Government is responsible for information, figures, project categories and capital allocated for each task and project according to the provisions of law.
