One of the notable contents in the draft Decree regulating the exemplary Working Regulations of Commune People's Committees proposed by the Ministry of Home Affairs is the regulation on receiving citizens, handling complaints, denunciations, recommendations, and reflections.
In particular, Article 35 clearly states that the Chairman of the People's Committee at the commune level is responsible for directing the heads of agencies and units to carry out citizen reception work, resolve complaints, denunciations, recommendations, and reflections according to the provisions of law; publicize the progress and results of the resolution so that the people know and supervise.
Periodically, the Chairman of the People's Committee at the commune level organizes meetings with the Vice Chairman of the People's Committee and heads of relevant agencies and units under the People's Committee at the commune level to direct the resolution of outstanding cases.
In case of delay or prolongation, the Chairman of the People's Committee at the commune level must be responsible for reviewing according to the provisions of law.
Directly receive citizens according to the provisions of law. The reception of citizens must be closely coordinated with the Standing Committee of the Party Committee, the Standing Committee of the People's Council at the commune level, the Vietnam Fatherland Front Committee and socio-political organizations at the same level.
Create conditions and encourage citizens to use digital platforms (National Public Service Portal, VNeID application and other systems according to regulations) to submit complaints, denunciations, recommendations and reflections online.
Direct the reception and processing of electronic applications to ensure compliance with legal procedures and deadlines, facilitate citizens, improve settlement efficiency and promote digital transformation in citizen reception.
The Ministry of Home Affairs also proposes that the Chairman of the People's Committee at the commune level resolve complaints, denunciations, recommendations, and reflections according to his authority; if necessary, he/she can be assigned to the Vice Chairman in charge of the settlement area according to the provisions of law.
In particular, the Chairman of the People's Committee at the commune level is responsible to the People's Committee and the Chairman of the People's Committee at the provincial level if there are any situations of complaints, denunciations, recommendations, or reflections that are backlogged, prolonged, or beyond the level under his management.
