According to Minister Nguyen Van Thang, in the first 2 months of the year, our country continued to maintain macroeconomic stability, control inflation, ensure major balances; promote production and business. The consumer price index (CPI) increased by nearly 3% compared to the same period; supply and prices of goods are basically stable.
State budget revenue is estimated at 601.3 trillion VND, equal to 23.8% of the estimate, an increase of 13.1% compared to the same period. In which, revenue from 3 production and business sectors is estimated at 31.7% of the estimate, an increase of 29% while about 30.2 trillion VND of taxes and fees have been reduced and extended to support production and business. Energy security and food security are maintained. Total import and export turnover increased by 22.2% compared to the same period.
To strive to achieve the Q1 growth scenario of the whole country, sectors, localities, creating a premise for completing the target for the whole year, the Ministry of Finance proposes a number of key groups of solutions.
First, ministries, agencies, and localities complete the dissemination and deployment of building and supplementing action programs to implement the Resolution of the 14th Party Congress.
Prepare well and thoughtfully for the election of National Assembly deputies of the 16th term, People's Councils at all levels for the 2026-2031 term; complete projects and reports submitted to the Politburo, the 2nd Central Conference and 34 dossiers and documents serving the first session of the 16th National Assembly; tasks and solutions to implement the growth target of 10% or more, and innovate the growth model.
Second, coordinate smoothly, flexibly, closely, and effectively fiscal and monetary policies and macroeconomic policies to promote rapid and sustainable growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances.
Third, continue to focus on perfecting institutions, laws, and reforming administrative procedures.
Fourth, promote and innovate traditional growth drivers; strongly exploit new growth drivers such as science and technology, innovation, digital transformation, green economy, digital economy, circular economy, sharing economy...
Fifth, regarding cultural and social development, the Ministries of: Culture, Sports and Tourism, Education and Training, Health, Agriculture and Environment, Ethnic Minorities and Religion focus on implementing breakthrough Resolutions of the Politburo, and the Government's action program on cultural, educational and training development, and people's health care.
Urgently prepare to start construction of 148 inter-level boarding schools in border communes; focus on disease prevention and control, especially respiratory diseases and emerging infectious diseases.
Sixth, effectively implement the conclusions and directions of the Party and Government on arranging the organizational structure, public non-business units, operating the 2-level local government model, arranging public assets at the Central and local levels.
Seventh, promote widespread and comprehensive propaganda about the 14th Party Congress and the thorough grasp and implementation of Party Resolutions right from the beginning of 2026; preparation for the election of National Assembly deputies of the 16th term and People's Councils at all levels for the 2026-2031 term; strengthen policy communication, create social consensus.
