In her opening speech at the National Online Conference to summarize the work of 2024 and deploy tasks for 2025 of the Home Affairs sector taking place at the end of December 2024, Minister of Home Affairs Pham Thi Thanh Tra emphasized the comprehensive mark on all aspects of the work of the Home Affairs sector in 2024, including 8 outstanding results:

Institutional building and improvement

In 2024, the entire industry continued to focus efforts on removing shortcomings in mechanisms and policies, continuing to create institutions to unblock resources, overcoming bottlenecks in organizational structure, public service, civil servants, and administrative procedures to promote development.

The Ministry of Home Affairs is the agency with the highest number of documents submitted to competent authorities for promulgation, with 163 directives and conclusions of the Politburo, the Secretariat, Laws and Resolutions of the National Assembly, the National Assembly Standing Committee, Resolutions and Decrees of the Government, Decisions, Directives and Official Dispatches of the Prime Minister.

The Minister of Home Affairs issued 23 Circulars and consolidated documents under his authority.

Consulting on implementing salary policy reform

In particular, the Ministry of Home Affairs has advised on the implementation of 4/6 tasks on salary policy reform according to Resolution No. 27-NQ/TW of the Central Committee, of which the breakthrough is the proposal to implement salary reform policy according to a reasonable, cautious, step-by-step, practical and effective roadmap; in which the basic salary is adjusted to increase by 30%.

This is the highest increase ever and adds 10% bonus to the total basic salary fund for agencies and units in the political system, creating motivation and improving the lives of cadres, civil servants and public employees.

Complete the arrangement of administrative units at district and commune levels.

The Ministry has presided over and coordinated with ministries, branches and localities to complete the arrangement of administrative units at district and commune levels for the period 2023 - 2025;

At the same time, advise competent authorities to establish Hue City directly under the Central Government - the first Heritage City directly under the Central Government, upgrade 137 urban administrative units to contribute to accelerating the urbanization speed according to the Resolution of the 13th National Congress of the Party and Resolution No. 06-NQ/TW of the Politburo.

Consulting on organization and streamlining

Highly focused on advising the Government Steering Committee to implement the plan to reorganize and streamline the Government apparatus in accordance with the direction of the Central Steering Committee with an unprecedented amount of work.

Up to now, all related reports and projects have been basically completed and submitted to the Politburo and the Central Steering Committee to ensure progress and compliance with the requirements and directions of the Central Committee.

Building a professional civil service

The Ministry of Home Affairs has made efforts and determined to build a professional, dynamic, responsible and effective civil service.

Focus on innovating the assessment, classification and disciplinary action of cadres, civil servants and public employees; encouraging the spirit of innovation, creativity, daring to think, daring to do, daring to take responsibility for the common good; thoroughly decentralizing and delegating power in recruitment, innovating the promotion of civil servants;

Eliminating exams and implementing professional title promotion for civil servants reduces burden, procedures, and processes, and has received high consensus and agreement from the team of cadres, civil servants, and public employees.

The Ministry of Home Affairs has advised on promoting administrative reform with the goal of taking people's satisfaction as a measure, socio-economic development as an achievement, and innovation and creativity as a driving force.

Administrative reform is increasingly going into depth towards improving the quality and efficiency of public service activities, improving the quality of institution building, removing obstacles, reforming administrative procedures, promoting the construction of e-Government, promoting digital Government, digital government, constantly contributing to the source of development.

Improve the effectiveness of state management

The Ministry has continued to innovate and improve the effectiveness of state management in all fields.
