Member of the Party Central Committee, Deputy Prime Minister Tran Hong Ha has just chaired a meeting to listen to reports and give opinions on the draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment (the new Ministry after merging the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development).
According to the report, the Ministry of Agriculture and Environment performs state management functions being assigned to the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development.
Perform state management functions on: Agriculture; forestry; salt industry; fisheries; irrigation; natural disaster prevention; rural development; land; water resources; geology and minerals; environment; hydrometeorology; climate change; surveying and mapping; remote sensing; integrated management of resources and protection of the marine and island environment; state management of public services in the fields under the Ministry's management.
The organizational structure of the Ministry of Agriculture and Environment has been rearranged, consolidated, and reorganized from 26 units under the Ministry of Natural Resources and Environment and 27 units under the Ministry of Agriculture and Rural Development into 30 units. According to Deputy Minister of Justice Dang Hoang Oanh, this is one of the ministries with the most streamlined units.
The arrangement and arrangement of personnel are conducted synchronously with the organizational structure and associated with the restructuring, improving the quality of the new cadres, civil servants and officials of the new Ministry after the merger, ensuring stability, rationality, and appropriateness of capacity, qualifications and forte with the job position of the unit, and at the same time paying attention to the implementation of cadre policies as prescribed.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the draft Decree not only mechanically gathers the content of the two decrees regulating the functions, tasks and powers of the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development, but also needs to update and supplement new legal regulations and new management ideas on land, resources, environment and agriculture.
Reiterating the principle of "not assigning one job to two people", the Deputy Prime Minister requested the Ministry of Natural Resources and Environment to coordinate with the Ministry of Justice, the Ministry of Home Affairs, and the Government Office to review the provisions of the Law assigning the Government to prescribe functions, tasks, and powers related to the management areas of the Ministry of Agriculture and Environment, without overlapping or gaps.
According to the Deputy Prime Minister, the organization of the Ministry of Agriculture and Environment must be based on a review of assigned functions and tasks; at the same time, it must resolve overlapping and duplication issues in state management between ministries, between the central and local levels, between state management agencies and public service units and enterprises.
"Comrades also need to urgently develop criteria, titles, positions, and jobs suitable for the work of each department and office," the Deputy Prime Minister noted.
