On the afternoon of October 15, the Central Propaganda and Mass Mobilization Committee coordinated with relevant agencies to organize an international press conference to announce the Draft Documents to be submitted to the 14th National Congress of the Party to collect public opinions.
Informing about the new points and structure of the document, Prof. Dr. Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council, said that for the first time, a congress document has been developed into a unified document, the Political Report.
"This is a difference when previous terms were political reports, socio-economic reports, and Party building reports. However, in this term, the Politburo agreed to integrate three reports into political reports, along with appendices," said Mr. Tan.
According to Mr. Tan, the consolidation of reports shows the Party's focused and unified viewpoints, policies and guidelines, while helping people access documents more easily.

The Standing Vice Chairman of the Central Theoretical Council stated that the Political Report and documents submitted to the 14th National Party Congress were consulted with the people with many new and important contents, including new lessons and development viewpoints.
That is to be steadfast in Marchism - Putinism, the goal of building socialism; steadfast in the line of innovation, considering this as the basis, a part of the Party's foundation and ideology.
"In particular, the draft sets an ambitious target for the Communist Party of Vietnam, which is that by 2030, the GDP per capita must reach 8,500 USD, Vietnam will become a developing country with a high average income.
If calculated in reality, in 2025, the basic GDP per capita will reach 5,100 USD. To achieve that goal, a series of innovations are needed, especially institutional reform. Therefore, in this document, there is a separate section to perfect institutions to serve development goals," said Professor Tan.
Sharing about the content of " Strategic self-reliance" presented in the Political Report, Prof. Dr. Ta Ngoc Tan said that this problem is expressed in three aspects.
First of all, it is necessary to ensure national independence, political autonomy, and autonomy in the path and goals that we have chosen and followed.
Second strategic autonomy is economic autonomy, ensuring sustainable economic development, not completely dependent on others. We participate in international economic linkages, the world's global value chain, but the economy is not dependent.
In any situation, the economy still ensures relatively independence in deep international integration.
And the third strategic autonomy mentioned by Prof. Dr. Ta Ngoc Tan is autonomy in national defense and security, especially in complex conditions of the world when there are many wars and conflicts. Among them, there are many issues related to national interests and ethnic interests, requiring us to be steadfast in the "four no's" defense policy.
"The above three viewpoints of autonomy, self-reliance and self-reliance are very important contents in the document, emphasizing the promotion of the internal strength, strength and potential of Vietnamese people" - Prof. Dr. Ta Ngoc Tan added.
