On the morning of October 31, the Ho Chi Minh City People's Committee held a ceremony to hand over decisions on personnel work chaired by Permanent Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho.
The Chairman of the Ho Chi Minh City People's Committee decided to transfer and appoint Mr. Ngo Quang Su - Deputy Director of the Department of Agriculture and Environment of Ho Chi Minh City, to hold the position of Director of the Ho Chi Minh City Land Fund Development Center.
Along with that, two Deputy Directors of the Department of Agriculture and Environment of Ho Chi Minh City, Mr. Huynh Van Thanh and Mr. Pham Xuan Ngoc, were transferred and appointed to the position of Deputy Directors of the Ho Chi Minh City Land Fund Development Center.
Mr. Tu Phuong Thang - former Director of the Binh Duong Provincial Land Fund Development Center (before the arrangement) - was appointed as Deputy Director of the Ho Chi Minh City Land Fund Development Center.
At the ceremony, Permanent Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho also presented the decision to appoint Mr. Bui Thanh Giang - Deputy General Director of Saigon Water Corporation - LLC - to hold the position of non-professional member of the Board of Members, General Director of Saigon Water Corporation - LLC.
Speaking at the assignment, Mr. Nguyen Van Tho - Permanent Vice Chairman of the Ho Chi Minh City People's Committee - expressed his confidence that the Board of Directors of the Ho Chi Minh City Land Fund Development Center with its capacity and extensive work experience will continue to promote a sense of responsibility, perform well the role of advising the Ho Chi Minh City People's Committee in the field of management, use and effective exploitation of land resources.
For Mr. Bui Thanh Giang, Mr. Nguyen Van Tho expects the new General Director to work with the Saigon Water Corporation - LLC to successfully complete the tasks of 2025 and orient the development period of 2026 - 2030, contributing to ensuring clean and stable water supply for people and sustainable development of the city's water supply industry.
The Ho Chi Minh City Land Fund Development Center was established in September 2025 on the basis of merging the Binh Duong Provincial Land Fund Development Center, the Ba Ria - Vung Tau Provincial Land Fund Development Center and merging the Land Fund Development Center under the Department of Agriculture and Environment of Ho Chi Minh City.
The Center has 12 main tasks and powers, including:
Management, development and exploitation of land funds; Establishing and organizing the implementation of projects to create land funds, auctioning land use rights; developing and determining land prices according to regulations.
Organize compensation, support and resettlement when the State reclaims land; invest in and develop resettlement land funds and conduct auctions for land use rights.
Short-term lease of land plots assigned for management but not yet used; performing services in the land sector, including consultation, compensation, and resettlement.
Joint ventures, associations, and economic cooperation to carry out assigned tasks; manage personnel, finance, assets, and implement reporting regimes according to regulations.
As the investor of resettlement housing projects and social housing according to the program and plan assigned by the Ho Chi Minh City People's Committee.
