In the document sent to the People's Committees of provinces and centrally run cities on the orientation of adding job positions at the commune level, the Ministry of Home Affairs said that in order to ensure that personnel at the commune level meet the requirements of organizing local governments at both levels to operate effectively and smoothly, the Ministry has issued Official Letter No. 7415 dated August 31, 2025 to the People's Committees of provinces and centrally run cities on the orientation of the list of job positions at the commune level.
Up to now, through the recommendations of some localities, based on the provisions of relevant laws, the Ministry of Home Affairs has oriented to add job positions at the People's Committees at the commune level.
The arrangement of these job positions must ensure compliance with the orientation of the civil servant payroll framework at the commune level according to the regulations of the competent authority.
Regarding the position of specialists assisting the People's Council Committees, arrange at the People's Council Office and the People's Committee at the commune level, perform the task of advising and assisting the People's Council and the Commune People's Council Committees according to the provisions of law.
Based on task requirements, the People's Committee at the commune level proactively determines the requirements for civil servant training to arrange appropriately, ensuring good performance of assigned tasks.
The position of chief accountant or accounting manager and accounting officer, located in professional departments and Public Administration Service Centers under the People's Committee at the commune level, are determined as accounting units and budget estimation units according to the instructions of the Ministry of Finance.
The determination of the tasks and capacity framework of the position of chief accountant or accounting manager, accounting manager's position shall be implemented correspondingly according to the position of chief accountant, or accounting manager, accounting manager's position in the list of professional civil servant positions sharing the fields of planning and finance in administrative agencies and organizations as prescribed in Circular No. 12/2022 (amended and supplemented in Circular No. 06/2024 dated June 28, 2024 of the Minister of Home Affairs).
Based on the orientation, the Ministry of Home Affairs requests the People's Committees of provinces and centrally run cities to comply with the prescribed authority.
