Enterprises still struggle to apply for labor export licenses

According to Deputy Minister of Home Affairs Vu Chien Thang, many businesses still have to " struggle" to apply for labor export licenses due to cumbersome and overlapping procedures.

This information was raised by Deputy Minister of Home Affairs Vu Chien Thang at the Conference on meetings, dialogues and removing difficulties for businesses operating in the field of sending Vietnamese workers to work abroad under contracts held on the morning of October 30.

Deputy Minister Vu Chien Thang said that in the first 9 months of 2025, the whole country has sent more than 121,000 Vietnamese workers to work abroad, reaching 93.2% of the annual plan.

It is expected that by the end of the year, the total number of Vietnamese workers working abroad in the period of 2021-2025 will reach 636,000 people, exceeding the 5-year plan by 127%.

Key markets such as Japan, Taiwan (China), and South Korea continue to be stable, while new markets such as Germany, Romania, Hungary, Israel, and the UAE are expanding strongly.

This activity not only brings in a welcome source of about 6.5 - 7 billion USD/year, but also contributes to improving the quality of human resources, spreading the image of Vietnamese people being diligent, creative and disciplined.

However, besides the achieved results, the Deputy Minister said that there are still many difficulties and challenges from objective to subjective causes.

He stated that there are still some enterprises that collect high fees, and the selection is not transparent, causing difficulties and frustration for workers. Along with that is the weak and irresponsible management of the State management system and grassroots government.

"This makes it difficult for workers to identify which place is contract labor, which is non-profit, which is commercial... This situation makes people who are already disadvantaged even weaker, and those who are already disadvantaged become more disadvantaged" - Deputy Minister Vu Chien Thang stated.

According to the Deputy Minister, there are cases where people borrow from policy banks to work abroad, but then cannot leave the country, lose money, get into debt, greatly affecting the lives of themselves and their families.

In particular, the Deputy Minister mentioned difficulties in mechanisms and policies. Some cumbersome administrative procedures, through many layers and intermediaries, cause difficulties for workers and businesses.

"We listen to businesses talk about this issue... creating an overlapping mechanism for procedures. The emergence of many paper mechanisms and licenses makes businesses struggle to get labor export licenses even though they have proven their abilities" - he said.

To remove the above difficulties and obstacles, from the policies of the Party and State, the Ministry of Home Affairs issued a thematic Resolution on this issue. The Resolution clearly identifies 6 key groups of tasks and solutions to immediately and completely remove obstacles in the mechanism of private economic integration and development, and simplify administrative procedures.

Today, the Ministry of Justice is reviewing and amending the Decree amending Decree 112/2021/ND-CP in the spirit of minimizing procedures, abolishing unnecessary procedures, and shortening the time for processing documents.

"Recently, we have also issued a decree on decentralization and delegation of authority, clearly defining the authority of localities and enterprises. Enterprises must be responsible to the locality and the law for performing their tasks and for the licensed products" - he said.

The Ministry is also streamlining the organizational apparatus of the Department of Overseas Labor, gradually improving the quality of the staff, innovating working style and guidelines through rotating staff, and increasing capable staff to the Department.
