Local foreign affairs work must be organized in a proactive, professional direction, closely linked to socio-economic development goals.

On the afternoon of August 2nd, the 22nd National Foreign Affairs Conference with the theme "Improving the level of local foreign affairs, effectively mobilizing international resources to serve development" opened in Hanoi.

Politburo Member, Minister of Foreign Affairs Le Hoai Trung chaired the conference.

This is the first National Foreign Affairs Conference held after the 14th Party Congress, in the context that the whole country has implemented the 2-level local government model.

Reporting at the conference, Deputy Minister of Foreign Affairs Ngo Le Van said that local foreign affairs work in the past time recorded many outstanding results.

Stepping into the period 2026 - 2028, local foreign affairs work continues to closely follow the foreign policy guidelines of the 14th Party Congress, Resolution No. 06-NQ/TW of the Politburo and the development requirements of the country. Focus on improving the quality of advice, management and deployment of foreign affairs activities, serving socio-economic development, ensuring national defense and security and enhancing the position of the locality.

According to Deputy Minister Ngo Le Van, to realize this goal, the Ministry of Foreign Affairs identifies 4 key task groups including: Improving the quality of building and organizing the implementation of local foreign affairs programs. Improving the effectiveness of international cooperation activities. Strengthening management and coordination in implementing foreign affairs work. Consolidating the organization, improving the capacity of officials and gradually modernizing local foreign affairs work.

Speaking to direct the conference, Minister of Foreign Affairs Le Hoai Trung emphasized that promoting the role and local foreign affairs work is important in taking advantage of favorable international conditions. In that context, local foreign affairs work must be organized in a more proactive and professional direction and closely linked to socio-economic development goals.

Minister Le Hoai Trung expressed his desire for localities to focus on exchanging and contributing opinions on 3 major content groups including: Clearly defining the position and role of foreign affairs work in each locality's development strategy; proposing effective ways of doing things and methods of organizing implementation; and at the same time proposing solutions on organizational structure, coordination mechanisms, human resource training and institutional improvement to improve the quality of foreign affairs work in the new period.

At the conference, heads of Vietnamese representative missions abroad, along with leaders of ministries, sectors and localities, exchanged and identified new opportunities in international cooperation, shared practical experiences and effective models in attracting resources from outside to serve development through 2 thematic sessions. Session 1 with the theme "Expanding development space, mobilizing international resources to serve local growth". Session 2 with the theme "Perfecting organizational structure, improving local foreign affairs capacity in the new situation".

Within the framework of the conference, Minister Le Hoai Trung and leaders of the Ministry of Foreign Affairs awarded the Medal "For the Cause of Vietnamese Diplomacy" and Certificates of Merit from the Minister of Foreign Affairs to collectives and individuals with outstanding achievements and positive contributions to foreign affairs work.
