In his opening speech, Prime Minister Pham Minh Chinh stated that farmers are soldiers on the agricultural front, must always adapt to all circumstances, must fight and win on this front.
According to the Prime Minister, the dialogue is meaningful: Review the results and impacts of previous dialogues; assess whether agriculture, farmers and rural areas have made progress in the past 5 years compared to the previous 5 years, as well as in 2025 compared to 2024, what is done well will continue to be promoted, what is problematic must be resolved, what is not good will be overcome.

Emphasizing the need to continue to consolidate and strengthen solidarity, unity and unity within the Party, people's solidarity, domestic solidarity, and international solidarity, as President Ho Chi Minh affirmed: "Solidarity, unity, great solidarity/Success, success, great success", the Prime Minister said that farmers must unite to create strength and cooperation to create benefits and dialogue to better understand each other.
The Prime Minister highly appreciated the theme of the dialogue on science and technology, innovation, digital transformation, and at the same time suggested that the delegates focus on discussing further the content of private economic development in agriculture, farmers, and rural areas according to Resolution 68 of the Politburo on private economy; and the content of overcoming recent natural disasters.
According to the Prime Minister, looking back at 40 years of renovation, agriculture, farmers and rural areas have a particularly important role, always being the pillar of the economy, contributing to political stability, social order and safety, controlling inflation.
But more importantly, agriculture, farmers and rural areas have helped our country escape poverty, from a country of devastation and poverty after the war, and soon completed the United Nations' achieved achieved achieved achieved by the 21st century.
Vietnam has become a country with a brand in agriculture, farmers, rural areas and many countries want Vietnam to cooperate to ensure food security, this is our pride.
According to the Prime Minister, in 2025, Vietnam will become a high-middle-income country with an average income per capita of over 5,000 USD; this is thanks to industry.
To achieve the goal of becoming a developed, high-income country by 2045, Vietnam must rely on science and technology, innovation and digital transformation.
Hoping for the dialogue to be democratic, practical, substantial and effective, the Prime Minister requested the delegates to analyze the situation, clarify the causes, propose solutions; at the same time, share impressions and emotions about the agricultural sector, farmers, rural areas, concerns, proposals and suggestions for further national development, quickly implementing the two 100-year goals set out.
