Comrade Saysomphone Phomvihane: The person who nurtured the strong friendship between Vietnam and Laos

Comrade Saysomphone Phomvihane always has deep feelings for Vietnam, especially valuing the preservation and promotion of Vietnam-Laos relations.

Member of the Politburo of the Lao People's Revolutionary Party Central Committee, Chairman of the Lao National Assembly Saysomphone Phomvihane was born on December 12, 1956 in Na-Meo commune, Viengxay district, Houaphanh province; joined the Lao People's Revolutionary Party in 1976.

As the eldest son of President Kaysone Phomvihane - the outstanding leader of the Lao revolution, the founder and founder of the Lao State, and also one of the founders of the special Vietnam-Laos relationship, Comrade Saysomphone Phomvihane inherited the glorious revolutionary tradition of his family, always paying special attention to preserving and promoting the special relationship between the two Parties, two States and peoples of the two countries.

Comrade Saysomphone Phomvihane was well-trained in economics and politics. In the period 1983-1984, he was a lecturer at the National Academy of Politics and Public Administration in Vientiane; in the period 1984-1987, he was a research student at the Moscow State Academy of Social Sciences (Soviet Union), successfully defended his PhD in Economics and Politics, fluent in Russian, and fluent in Vietnamese.

Comrade Saysomphone Phomvihane's working process is associated with most of the key areas of the Lao state apparatus. After working in Savannakhet province (1987-1995), he successively held the positions of: Minister of Finance (1995-1998); Minister, Chairman of the Prime Minister's Office (1998-2001); Chairman of the National Assembly's Foreign Affairs Committee, Member of the National Assembly Standing Committee (2001-2006); Vice Chairman of the National Assembly (2006-2016); Chairman of the Lao National Front Central Committee for National Construction (2016-2020); Chairman of the Lao National Assembly from March 2021 to present. He was elected to the Politburo from January 2016 and continued to be trusted through subsequent terms.

As a person who inherits the revolutionary tradition of his family and always has deep feelings for Vietnam, Comrade Saysomphone Phomvihane especially values preserving and promoting the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.

In his position as Chairman of the Central Committee of the Lao Front for National Construction and later as Chairman of the National Assembly, he made many important contributions to promoting cooperation between the National Assembly of Vietnam and the National Assembly of Laos, as well as between the Lao Front for National Construction and the Vietnam Fatherland Front. He always emphasized the effective implementation of agreements of senior leaders of the two Parties and two States; strengthening exchanges of experience on law-making, supreme supervision, and deciding on important issues of the country; promoting cooperation in the fields of economy, culture, education and people-to-people exchanges.

Under the leadership of the comrade, the two National Assemblies regularly maintain high-level visits and contacts; strengthen exchanges between professional committees, Friendship Parliamentary Groups; closely coordinate at AIPA, IPU and multilateral parliamentary forums, thereby contributing to consolidating the political foundation, strengthening strategic trust and bringing cooperative relations between the two National Assemblies to become increasingly in-depth, substantive and effective.

With nearly four decades of continuous activities in leadership positions from local to central, along with a wealth of experience and diversity in many fields of finance, economy, mass mobilization, Front, foreign affairs and legislation, Comrade Saysomphone Phomvihane is considered one of the talented and prestigious leaders of the Lao Party and State; making many important contributions to the cause of building and developing Laos.

The contributions of Comrade Saysomphone Phomvihane in building a socialist rule-of-law state, improving the operational efficiency of the National Assembly, promoting parliamentary foreign affairs and constantly cultivating the great friendship, special solidarity, comprehensive cooperation, and strategic linkage between Vietnam and Laos have left a deep impression, contributing to creating a solid foundation for cooperative relations between the two countries' National Assemblies to continue to be inherited and developed more and more substantively, effectively and sustainably.
