At the conference, delegates focused on evaluating the results of the operations of commune and ward-level administrative units (after the merger) from July 1, 2025. At the same time, share good experiences, creative and effective methods; difficulties and problems in the process of organizing and operating the 2-level local government model. Along with that, propose groups of solutions and recommendations to promptly adjust and learn from experience to gradually improve the operational efficiency of the model in the coming time.
After 1 month of operating the 2-level local government model with careful, strict, scientific preparation and a high spirit of solidarity and unity, the entire political system of the province has shown high political determination, great efforts and drastic actions to complete a huge amount of work in accordance with the direction of the Central Executive Committee, Politburo and Secretariat.
The work of organizing the arrangement of cadres was carried out methodically, scientifically, closely, democratically, objectively, ensuring the principle of "arranging people for work". The apparatus organizes advisory and support agencies at the Party Committee, government and Fatherland Front levels at the provincial and commune levels to operate stably, basically ensuring connectivity and synchronization. The work of receiving and returning results of handling administrative records and procedures to people and businesses is carried out smoothly, without interruption. The cadres and civil servants in each position have made efforts, demonstrated a sense of responsibility, overcome difficulties, and deploy tasks with the spirit of being close to the people, close to the people, and serving the people.
The operation of the two-level local government apparatus is closely linked to the leadership and direction of socio-economic development, ensuring national defense and security and the province's double-digit economic growth target; at the same time, effectively implement the task of preparing for the Party Congresses at all levels for the 2025-2030 term according to the set schedule.
Many good and creative methods have been implemented by Party committees, agencies, and units, especially in communes and wards, bringing practical results in the process of operation at the facility. Thereby, contributing to improving the efficiency and effectiveness of state management and administration, preventing waste and loss of public assets, increasing budget revenue and strengthening the trust of all classes of people in the Party and government, creating a safe and healthy investment and business environment for businesses.
Speaking at the closing session of the conference, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Vu Hong Van welcomed the results of the personnel work in the process of arranging and operating the apparatus; at the same time, acknowledged and commended the efforts, attempts, and sense of responsibility of Party committees at all levels, authorities, the Front and organizations and each cadre, party member, civil servant, and public employee of the province's political system in the past time.
Provincial Party Secretary Vu Hong Van said that, in addition to the initial results achieved after 1 month of implementing the 2-level local government model, there are still many difficulties, problems and limitations, the Provincial Party Standing Committee shares the difficulties of units and localities and acknowledges the proposals and recommendations presented at the conference. At the same time, it is recommended that in the process of operating the two-level local government, all difficulties and problems, good practices, and effective models must be regularly updated and reported daily, without waiting for the opportunity for a preliminary review to be discussed and evaluated, for the Provincial Party Committee to monitor and direct.
Comrade Vu Hong Van emphasized that in the coming time, the workload will be very large. The entire political system of the province has just continued to improve the apparatus and facilities, focusing on promoting socio-economic development according to the double-digit growth target, ensuring social security; actively and urgently implementing preparations for Party Congresses at all levels, towards the Provincial Party Congress, term 2025-2030. From there, the Provincial Party Secretary has requested Party committees at all levels, Party organizations, and leaders of agencies and units to focus on implementing well a number of key and urgent tasks.

Provincial Party Secretary Vu Hong Van stated that at the Ceremony to announce the resolutions and decisions of the Central and local governments on merging provincial-level administrative units, ending district-level activities and merging commune-level administrative units; the Provincial Party Executive Committee expressed its determination to implement and implement the advice of General Secretary To Lam: "Solidarity - the truth of all ages", the community is responsible and strengthens solidarity and unity "on the one hand, along the smooth path" in the political system.
The Standing Committee of the Provincial Party Committee recommends that Party committees at all levels, agencies and units, especially heads and each cadre, party member, civil servant and public employee in the political system from the province to the grassroots level, continue to thoroughly grasp this spirit throughout the process of leading and directing the implementation of tasks in each unit and locality. At the same time, organize the dissemination and strict implementation of the contents of the conclusions and instructions of the Politburo, the Secretariat, and the Prime Minister on the activities of local governments at both levels that have been specified by the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province in programs and plans.
Along with that, focus on protecting the Party's ideological foundation, protecting internal solidarity and unity between the Party and the people; promptly orient correct political ideology, detect and correct deviant perceptions, cause division, internal disunity, and fight against hostile arguments. Thereby creating a basis for the unity of ideas, actions, and will in the entire Party Committee and people of all walks of life in the area on the completion of the organizational apparatus of the political system at all levels.
Members of the Provincial Party Standing Committee and members of the Provincial Party Executive Committee are assigned to monitor and take charge of the Party Committees of communes and wards to proactively implement assigned tasks. Strengthen urging, inspecting and supervising the activities of organizational apparatus organizations in localities to promptly handle, support and remove difficulties in performing tasks, ensuring smooth and efficient operation of the apparatus.
The Provincial Party Secretary emphasized that up to now, 100% of key personnel of the organizational apparatus at all levels in the province have been consolidated and fully improved according to regulations. The Standing Committee of the Provincial Party Committee recommends that Party committees and heads of agencies and units must focus on effectively operating political and administrative institutions from the provincial level to communes and wards, not to let work interruptions, vacant tasks, areas and fields of work, affecting people's lives and activities and production and business activities of enterprises.
The Provincial People's Committee's Party Committee reviewed and directed departments and branches to urgently handle recommendations from communes and wards. Each department and branch establishes a working group to quickly handle difficulties and problems in its field. In the immediate future, synthesize needs, research, and supplement support funds for localities to invest, upgrade, and repair headquarters to ensure modernity, fully meeting the functions of the new apparatus; equip facilities, information technology infrastructure, and working conditions at the Commune-level Public Administration Service Center to ensure increasingly better service conditions for people and organizations and businesses. Regularly organize assessments of the level of satisfaction of people and businesses with civil servants and the activities of state agencies in the process of operating the 2-level local government model.
Party committees of communes and wards direct the implementation of reviewing and arranging professional cadres and civil servants in accordance with job positions and professional qualifications according to their authority; especially performing the task of receiving and returning results at the Public Administration Service Center, ensuring timely settlement of administrative procedures for people and businesses. Grasp the thoughts and aspirations of the team of cadres, civil servants and workers working in the area; ensure the operation of the grassroots government is smooth and effective, not leaving any shortage of human resources or tasks. Promote the application of information technology and digital transformation in the operations of agencies, units and organizations. Continue to focus on implementing the direction of the Provincial Party Committee Standing Committee to promote connective, synchronous, rapid and effective digital transformation to meet the requirements of restructuring the apparatus of the political system in the area.
The Provincial Party Secretary also proposed to focus on directing the organization of Party Congresses at all levels according to schedule and quality, in which special attention is paid to developing congress documents to ensure quality and requirements. Conduct a summary and learn from the experience of organizing grassroots Party Congresses and point-based congresses at the Xuan Loc Commune Party Committee to strengthen direction and do a good job of organizing Party Congresses at all levels towards the Provincial Party Congress, term 2025-2030.
The Provincial Party Secretary stated that the implementation of the two-level local government model is an event of great historical significance for Dong Nai province, marking a major turning point in the process of innovating the state administrative apparatus, improving the effectiveness and efficiency of the political system, building a streamlined and modern administration and demonstrating the harmony between the "P Party's heart and the people's heart".
