New model is better, more effective
Speaking at a meeting of Party and State leaders with veteran revolutionary cadres, meritorious people, and typical policy families in the Central and Central Highlands regions in Da Nang on the afternoon of March 28, General Secretary To Lam spent most of his time talking about the arrangement of the apparatus and merger of provinces and cities.
General Secretary To Lam said that the streamlining of the apparatus on the basis of summarizing Resolution 18 with a spirit of determination, urgency, both running and lining up, not being perfectionist but not hasty, not allowing work interruption and the new organizational model must be better and more effective than the old model.
The steps and roadmap are implemented methodically, ensuring compliance with the principles and regulations of the Party, regulations and orientations according to the direction of the Central Government.
The arrangement of the apparatus and political system has been implemented strongly, thoroughly, scientifically and humanely, from top to bottom with the motto of the Central Government setting an example, the locality responding.
In just 2 months, the Politburo and the Secretariat issued 21 conclusions and decisions.The Central Steering Committee on summarizing Resolution 18 has issued 39 documents guiding and organizing the implementation of related issues.
The Government has also issued policies to ensure the legitimate rights and interests of Party members, civil servants, public employees, and workers to contribute to relieve their worries and facilitate the reorganization process.
The Politburo is developing contents to submit to the Central Government projects to reorganize and merge provincial-level administrative units, non-district-level organizations and merge commune-level and ward-level administrative units.
The project to rearrange political and social organizations and mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front and the policy of amending the Constitution in 2013.
After that, they will discuss with Party committees directly under the Central Government, provinces, localities and organize consultations with the people on these processes and matters.
The above contents are all aimed at reorganizing the space for socio-economic development to promote growth, ensure national security and defense with a vision to 2045 - 2050 and even further.
3-level administrative apparatus
General Secretary To Lam said: The Central Government and the National Assembly will decide on the specific situation according to their authority. But we plan to restructure the organization of the 3-level administrative apparatus including the Central Government, provinces, cities and communes and wards.
It was initially expected that there would be 34 provinces and cities on the basis of rearranging the current 63 provinces and cities. Not organized at the district level and will have about 5,000 commune and ward levels.
This organizational structure aims to make cadres closer to the people and serve the people better.
Here, we also have to study to clearly define what the Central Government does, what provincial and municipal governments do, what communes and wards do.
Currently, we are having overlapping tasks when the whole Central Government, provinces, communes and wards are working together. We must re-study the direction of the Central Government, then the province will do it, the province will do it, then the commune will do it, on the contrary, the commune will do it, then the province will do it.
Previously, the administrative apparatus at the commune and ward levels was truly "ad administrative". Cadres have not met the requirements and are not eligible to be included in the civil service and public employee system for salary payment. While this is the most important level.
Now, it is required that commune and ward officials must grasp the aspirations of the people, know what the people are looking forward to, how many difficulties they are facing... These things can only be solved by the commune and ward authorities, and the provinces and cities cannot go down.
Recently, we have also discussed the scale of how many communes and wards there are nationwide, what tasks and functions of communes and wards must be done, how to organize them to ensure that the commune and ward levels have a grasp, are close to the people, and solve all administrative procedures for the people.
There are also opinions that the communes and wards should be expanded. But the question is, when the area is large, will it ensure effectiveness, efficiency and completely manage the situation of the people? Currently, the Central Government is assigning localities to calculate and propose.
