Chairman of the Commune People's Committee manages preschool, primary and secondary education institutions
This is one of the duties and powers of the Chairman of the Commune People's Committee stipulated in Article 23 of the Draft Law on Organization of Local Government (amended).
According to the plan, this law will be passed at the 9th session of the 15th National Assembly and take effect from July 1, 2025.
Accordingly, the Chairman of the Commune People's Committee performs 16 tasks and powers such as: Leading and being responsible for the operation of the state administrative apparatus; directing and organizing the implementation of policies on ethnicity and religion; managing markets, shopping malls, tourist attractions, preschools, primary schools, secondary schools, medical facilities, social welfare facilities, etc.


In addition, the Chairman of the ward People's Committee also has the authority to recruit and use civil servants and officials in the area; decision to appoint, dismiss, mobilize and dismiss leaders of specialized agencies, administrative organizations and public non -business units under the People's Committee; The decision to temporarily suspend the work for the Vice Chairman of the People's Committee, the head of the specialized agency, the administrative organization, the public non -business unit under the People's Committee ...
Many new tasks for the Chairman of the Ward People's Committee
According to Article 26 of the Draft Law on organizing local governments (amended), the Chairman of the ward People's Committee in addition to implementing 15/16 tasks and powers as the Chairman of the CPC prescribed in Article 23 of this Law (except for the tasks and powers specified in Clause 14, Article 23, prescribing the task of guiding and inspecting the operation of the village's autonomy in the area).
In addition to the above 15 tasks and powers, the Chairman of the Ward People's Committee also performs 7 other tasks and powers including:
Direct and organize the implementation of urban planning, programs, and urban infrastructure development plans to ensure synchronous, interconnected, unified, and harmonious development between urban areas in the area; the use of urban land to serve the construction of urban infrastructure works according to decentralization and regulations of law.
Direct and organize the implementation of measures to protect the urban environment, manage waste and wastewater, control environmental pollution, protect green space and the urban ecosystem according to the provisions of law.
Direct and be responsible for managing, maintaining and repairing urban infrastructure; inspect compliance with the law in the construction of houses and construction works in urban areas according to the provisions of law.
Direct and organize the implementation of measures to ensure security, order, prevent urban crimes, traffic safety, prevent traffic congestion, prevent fire and explosion, and ensure a safe living environment for urban residents according to the provisions of law.
Direct and organize the implementation of urban population management and prevention of social evils in urban areas according to the provisions of law.
Perform the task of managing and protecting space, architecture and urban landscape.
Guiding and inspecting the self-management activities of residential groups in the area according to the provisions of law.
