The Prime Minister said that it is expected to spend nearly VND10,000 billion to implement Resolution 57 of the Politburo on breakthroughs in the development of science and technology.

On the afternoon of March 7, Politburo member and Prime Minister Pham Minh Chinh chaired a national online conference to disseminate and implement the laws and resolutions that were just passed at the 9th Extraordinary Session of the 15th National Assembly.

Concluding the conference, the Prime Minister stated that the process of implementing and implementing laws and resolutions will have problems arising, because there are many new and difficult issues, pilot regulations.

Therefore, it is necessary to pay attention to listening to feedback and suggestions from practitioners, affected subjects, scientists, practical workers, people and businesses.

The Prime Minister also emphasized that agencies must attach importance to policy communication work; media and press agencies must actively participate more, especially in analyzing new and difficult issues, reflecting inadequacies and problems, proposals and opinions of policy implementation people.

The Prime Minister requested ministers, heads of sectors, relevant agencies, and localities to continue to prioritize leadership, direction, human resources, time, and finance for institution building and improvement, ensuring appropriate regimes and policies for those working in this field.

The head of the Government said that through practical direction and management, there are still many problems that need to be resolved.

For example, in the development of social housing, the Prime Minister has assigned very high targets to localities, the demand is very large, so there must be mechanisms and preferential policies.

However, currently, it takes an average of 3 years to prepare an investment policy and procedures to implement a social housing project, and it takes 2 years to build quickly, so it takes 5 years to complete a social housing apartment complex, or even longer.

Therefore, agencies are proposing a number of policies such as allowing the implementation of procedures at the same time, piloting the assignment of social housing projects to investors, localities must clear the land, Party committees, authorities must intervene...

The Prime Minister once again emphasized the need to thoroughly grasp the viewpoint of institutionally identifying as "breakthrough of breakthroughs" but is "bottleneck of bottlenecks".
