General Secretary: Removing bottlenecks for Resolution 57 to come into life

The General Secretary said that it is necessary to remove bottlenecks and institutional barriers so that Resolution 57-NQ/TW can be put into practice.

On the morning of February 15, the National Assembly discussed in the National Assembly's draft resolution group a number of policies to pilot and remove obstacles in science, technology and innovation activities.

Speaking at the group meeting, General Secretary To Lam stated that this is a very important and urgent resolution.

According to General Secretary To Lam, for this Resolution to come into life, there will be many difficulties. Meanwhile, the fastest amendment to the Law on Science and Technology is by the end of 2025. Thus, Resolution No. 57 cannot be implemented in 2025 or if implemented, a series of difficulties will be encountered.

Therefore, General Secretary To Lam suggested that there should be a document to urgently put Resolution 57 into practice. The draft Resolution of the National Assembly piloting a number of policies to remove obstacles in scientific, technological and innovation activities is raised.

The scope of Resolution No. 57 is large and also has many difficulties in implementation.

This is a lesson in institutional bottlenecks. If the institutions cannot be removed, the Law will not come into life. The Laws that are in effect cannot be replaced, so the new National Assembly will have an extraordinary session to resolve unusual issues" - General Secretary To Lam emphasized.

General Secretary To Lam also said that it is necessary to urgently consider the review issues as the first step. Some issues are being resolved, and within the scope of the draft Resolution, 3 focused and oriented groups are also proposed. If we go into too detailed issues, it will not be able to fully regulate them and lead to a Resolution not being issued and failure.

According to General Secretary To Lam, this approach also demonstrates the spirit of "running and lining up at the same time".

" Waiting in line, the team gathers, shouts and then runs together, it's late, they have gone very far" - the General Secretary expressed his opinion and raised the issue, everyone sees the value of science and technology issues but they cannot be developed because there are many difficulties. If we say that amending the Law on Science and Technology will not be enough for science and technology to develop. Meanwhile, the Bidding Law is also a problem.

In particular, according to the law, they can only buy cheap things, do not like to buy expensive things, and find the cheapest market to buy things. But then we will become a landfill of science and technology. People even consider science and technology outdated.

"I am behind, not invested yet, not have to worry about capital recovery, so science and technology behind must know how to take a shortcut and get ahead.

The world is developed, but we don't know where people go to follow, always following behind.

Investing in people to bring in technologies that we do not have, we consider them advanced but compared to the world, general development is outdated. However, the law stipulates that bidding only affects spending money, cheap prices, and will fall into people's traps..." - the General Secretary emphasized.

In addition, difficulties in implementing scientific and technological activities are also related to the Law on Intellectual Property. Therefore, institutions are still a bottleneck that needs to be focused on removing.

According to General Secretary To Lam, the law needs to meet practical requirements, have order and everyone follows it. The goal of the law is to encourage and desire to research science and technology... To do so, it takes investment and time.

The General Secretary emphasized the goal of encouragement, not dismantling it, and the desire to have time and investment in the development of science and technology.

"Science is a "wild land" but if anyone follows the right path, they will win. Therefore, it is necessary to determine the top priorities. These are some policies, issues and viewpoints that have been mentioned in Resolution 57," said the General Secretary and said that, for now, at least in the process of continuing to amend the Law on Science and Technology, it is necessary to focus on basic issues in the spirit of progress, synchronization, and closeness to reality.

"To get results, we must innovate thinking and working methods to look directly at practical problems to find solutions, we are not afraid of that. That way we will succeed..." - General Secretary To Lam affirmed.

Resolution 57-NQ/TW issued by the Politburo on December 22, 2024, emphasizing the development of science, technology, innovation and digital transformation as a decisive factor in the development of countries; is the prerequisite, the best opportunity for our country to develop richly and strongly in the new era - the era of national growth.
