The Ministry of Home Affairs received a petition from voters of Vinh Long province sent by the National Assembly's Petition and Supervision Committee. Accordingly, voters reflected that after merging from 5 communes, Ba Tri commune now has an area 5 times larger.
According to voters, after the merger, the population and number of households increased a lot. The commune level has to receive a large number of documents. This causes overload for civil servants, many people have to work overtime.
Voters proposed considering increasing the number of cadres and civil servants at the commune and ward levels, especially paying attention to the number of cadres in central communes and localities with large areas.
In addition, voters also stated that Decree No. 150/2025/ND-CP stipulates that the deputy head of a department under the Commune People's Committee is the person who helps the department head direct some aspects of work and is responsible to the department head for assigned tasks.
Each room is arranged with 1 deputy head of the department, when the head of the department is absent, the Deputy Head of the department is authorized by the head of the department to manage the department's activities.
Voters said that the regulation on the number of deputy heads as above is very thin and will not ensure the full responsibility of the department's functions and tasks according to regulations.
Regarding this content, the Ministry of Home Affairs said that according to Official Dispatch No. 03/CV-BCD, Official Dispatch No. 09/CV-BCD and implementing Conclusion No. 163-KL/TW3, Conclusion No. 174-KL/TW4 of the Central Committee, the Standing Committees of Provincial and Municipal Party Committees have proactively decided and arranged working positions at agencies under the government and Party and local unions among the total assigned positions.
Currently, the Ministry of Home Affairs is coordinating with the Central Organizing Committee to draft a report on the proposed staffing for the 2026-2031 period of ministries, branches and localities to report to the Politburo.
In particular, the agencies proposed principles and plans to determine the staffing needs for the 2026-2031 period in communes on the basis of arranging civil servants according to the job position structure. This is adjusted according to the criteria of population, specific factors such as mountainous areas and highlands.
After the staffing for the 2026 - 2031 period is approved by competent authorities, the Ministry of Home Affairs proposes that Vinh Long province continue to base on the criteria for job positions and the number of civil servant positions assigned by competent authorities for the 2026 - 2031 period.
